129 billion hryvnia for defense is not enough for Ukraine, 100% of the budget is needed - ex-minister
The 5% of GDP or UAH 129 billion that the Ukrainian authorities plan to include in the 2017 budget is a blind eye - for real reform of the military sector, Ukraine will need more than 100% of the budget.

Former Minister of Economy Viktor Suslov stated this on TV channel 112.
According to him, no 5% can cover what was destroyed over 25 years of independence.
“In fact, Ukraine needs more than 100% of the budget for defense. Therefore, even if we allocated all the money to defense, it would not be enough, because Ukraine has not bought a single modern aircraft in 25 years of independence; technically, we have an absolutely backward army in all respects,” Suslov said.
