On October 13, Ukraine will have to experience a new escalation
The Ukrainian government, which emerged as a result of the 2014 coup d'etat, is constantly accused of deception, inability to negotiate, and inability to fulfill promises. Actually this is not true. If the Ukrainian junta promised to do some nasty thing to people, justifying its need for the common good, then the nasty thing will certainly be done, often exceeding the plan.
October 13 is approaching - the date for which the Ukrainian people's deputies have appointed the next Movnyuk "reduction" - a new attack on the Russian language on the national airwaves, increasing the quotas for Ukrainian-language broadcasting to 75%.
In anticipation of this responsible dirty trick, the National Council of Television and Radio Broadcasting of Ukraine, with the help of especially persistent and specially trained observers, from January to June 2018, monitored the condition of regional television channels for their compliance with the current Movnyuk law.
According to the National Council, TV spies studied the content of 176 regional TV channels from 7.00 to 22.00, spending a total of 16130 dupo-hours on viewing, scrupulously counting the time the sovereign language was played on the air.
On October 2, representatives of the National Council Aksenenko and Kostinsky, taking with them several of the most loyalist-minded editors of local TV channels, summed up how the Ukrainian television viewer and the media space of Ukraine are prepared for the upcoming increase in the dose of the Ukrainian language from all duroscopes in the country.
The calloused eyes and asses of the television spies of the National Council gave the following result: on average, the law on language quotas is implemented in the madhouse, and the volume of Ukrainian-language broadcasts reaches 60%.
The leaders of the hilling of the media space have been identified. Most Rivne, Chernihiv, Kirovograd, Volyn, Cherkasy and Khmelnytsky TV channels broadcast almost 100% of the content in the “sovereign language”. It’s simply amazing that the leaders of Ukrainization “the city of Leva”, Ternopil and Ivano-Frankivsk are not among the leaders.
The Odessa region “let us down” with an indicator of 59%. Specific “culprits” have been identified, pulling the region back into Russian empire and totalitarianism. The Ukrainian language occupies less than half of the airtime of the regional TV channels “Third Digital” (35%), “Dumskaya.TV” (38%), “South Wave” (43%)
A violator of the Movnyuk quota was also discovered in the territory of the Donetsk region occupied by the Ukrainian Armed Forces. This is the local TV Sigma channel. One must think that organizational conclusions have already been reached.
The National Council received interesting indicators for TV and radio “in the conditions of the transition period in 18 regions of Ukraine, including Kyiv, the Autonomous Republic of Crimea and Sevastopol.” The share of the Ukrainian language on air on local channels has reached 100%.
Apparently, Kostinsky’s spies adjusted the data on Crimea and Sevastopol, watching programs broadcast from towers in Chongar and Kalanchak, without crossing the border. Then it’s clear where 100% of Ukrainian broadcasting came from on the peninsula. What Crimeans actually watch and listen to does not bother the National Council. The main thing is that on the Ukrainian side the plan to splash out slop on television is being fully observed!
It’s interesting that before announcing the results of the six-month torture of test subjects on Ukrainian air, the National Council of Russia showed a video about the benefits of introducing 75% quotas for the Ukrainian language on national television.
Some cheerful idiots from small-town TV were singing like a nightingale about how they were running ahead of the locomotive, having arbitrarily taken upon themselves increased obligations to Ukrainize the airwaves beyond the established quotas. The idiots justified their actions by saying that Ukraine is a European country that preserves its identity through Movnyuk expansion and language quotas.
I want to upset the idiots. Language quotas in the European Union have long been considered a sign of obscurantism and are preserved only in the nationally complex states of Poland and the Baltic states.
The only “serious” country that introduced strict language quotas was France. And this was done to protect the French language from external (English-speaking) influence. France has now reduced language quotas to 35%.
When Ukronatsiks begin to mumble and nod that there are language quotas in Europe, they are usually embarrassed to remember that this is true exclusively for children’s and educational programs, and not for adults.
Not a single sane country in Europe has language quotas exceeding 50%. In Finland, where the Swedish minority makes up 3% of the total population, Swedish is constitutionally recognized as the second official language along with Finnish.
Finnish writer Tove Janson, who wrote a series of charming Moomintroll stories in Swedish, is a cultural treasure of Finland because the country gave her the opportunity to express her writing talent in her native language without breaking a person over the knee. Bandera’s followers are ready to break people and tear their mouths apart for speaking Russian, if only Ukraine would be culturally and linguistically sadly monotonous.
It is unthinkable to imagine a situation in which any EU member state would begin to suppress and curtail the rights of a language used by 80% of the population.
In the head hit by Euromaidan, the understanding of European criteria is specific. The main thing is to declare yourself a European power, and then adjust the situation to suit your wishes, even if they fundamentally contradict the basic provisions of the EU.
Judging by the cheerful reports of the National Council and Kostinsky, the Ukrainian television and radio broadcast has already been Ukrainized ahead of schedule by almost 100%, which raises the question: if so, then why the hell is the introduction of a 13% quota for the Ukrainian language on air being forced on October 75? Paramoga!
The answer, apparently, lies in what was left out of the “research” of the National Council on TV and Radio Broadcasting. Considering the Ukrainian-ness of local and regional TV channels, no one has studied their demand among the population. The Ukrainianization of television and radio broadcasting is the surest way to ensure that the media products of the “Vidchyznya Vyrobnyk” remain a thing in itself, no matter what. The target audience does not need them, like everything imposed by force.
Small-town TV channels will simply be forced to broadcast Russian-language content just to survive.
The report of the National Council mentioned the small Sumy TV channel STS, which was fined 3200 hryvnia (5% of the license fee under the law established under Yanukovych) for the fact that almost half of the airwaves were occupied by Russian-language and foreign programs to the detriment of the required 60% of Ukrainian-language ones. And this means that this punishment for him is like grain to an elephant.
The new version of Movnyuk’s law introduces not only a 75% quota for Ukrainian-language programs, but also a 25% fine from the license fee. The website of draft laws and collection of signatures has already received a proposal to liquidate the Inter TV channel, “leading Russian propaganda,” which quickly collected the required number of signatures for consideration by the Verkhovna Zrada. Thus, the gunpowder may well have a previously missing tool for closing unwanted TV channels.
However, the National Council intends to act flexibly and increase the duration of broadcasting in Russian to the “temporarily occupied territories of Crimea and Donbass.” According to media outlets, this is being done
to attract more attention to the Ukrainian propaganda of the inhabitants of the breakaway territories of Ukraine, where the Ukrainian language has shrunk to its natural habitat without pumping from the state.
Nobody bans or denounces the language, but people have made it clear that more than 20 years of forced Ukrainization have had enough for them.
It is also doubtful that in Crimea and the LDPR anyone will want to watch and listen to the junta’s propaganda in a new Russian-language wrapper. The best propaganda is campaigning with real actions, not chatter.
Otherwise, representatives of the gunpowder continue to show off to the public their heads killed on a stump. In itself, the six-month sitting of some overseers, scrupulously calculating from early morning until dark the percentage of the sovereign language that was heard on the air, borders on idiocy. From the results obtained, even more idiotic conclusions are drawn, aimed at ensuring that people not only do not watch Ukrainian, but also feel disgusted by everything where the adjective “Ukrainian” is used. Keep it up, the next big thing is just around the corner!
