30% of Ukrainians stopped paying for gas and heating - there is no money for new tariffs
In 2016, the level of settlements between the population and heat and utilities enterprises (TKE) to the National Joint Stock Company Naftogaz of Ukraine was 69%, while a year earlier the level of settlements was 93%.

This is stated in the company's annual report, published in the information disclosure system of the National Securities and Stock Market Commission (NCSM).
The decrease in the level of settlements is, among other things, explained by untimely (and not in full) financing from the state and local budgets of subventions and compensation in terms of financing the costs of paying benefits and housing subsidies to the population.
The percentage of these calculations also includes the Odessa Port Plant (OPZ), to which gas was also supplied on preferential terms in the second half of 2016.
In particular, in the second half of 2016, the government imposed special obligations on Naftogaz to ensure gas supply to the OPP, regardless of the presence of debt.
The OPP did not fulfill its obligations regarding the completeness and timeliness of payment for the supplied gas, and as a result, the OPP incurred a debt to Naftogaz in the amount of 1,4 billion hryvnia.
Neftegaz is trying to collect this debt from the OPP in court.
