Volcker took Ukrainian politicians by surprise
The last thing Ukrainian politicians expected from US Special Representative Kurt Volcker was new signals on a peaceful settlement, пишет “Rossiyskaya Gazeta” in an article dedicated to Volcker’s visit to Kyiv.

The publication draws attention to the fact that the meeting between Volker and Poroshenko lasted two hours, but the President of Ukraine, contrary to custom, did not happily report its results on his Facebook, and the message from Poroshenko’s press service was kept in an official style: the conversation was about Kiev’s implementation of the Minsk agreements and prisoner exchange, the president “expressed gratitude” for the support, and the special representative “highly appreciated” the peacekeeping efforts of the Ukrainian authorities.
The publication points out that the Ukrainian media were able to obtain much more information from Volker’s conversation with a narrow circle of elected deputies of the Verkhovna Rada, who “spread the “good news” on social networks that Volker has not changed his personal vision of the details of the settlement in Donbass: an armed peacekeeping mission “, if it is approved by the UN Security Council (SC), it should, in its opinion, control the border of the Donbass republics with Russia, and there should not be Russian military personnel in its composition.”
At the same time, the newspaper writes, Ukrainian deputies, inspired by Volcker’s statements, missed truly new and important theses in the speeches of the Washington representative.
“For example, that a draft resolution on peacekeepers, agreed upon, including with Russia, may, according to his calculations, appear in the UN Security Council before the end of the year, and Ukraine, as a non-permanent member of the Security Council, will have to vote for it, which excludes the possibility of refusal from its implementation. He also warned representatives of different factions that after this the Verkhovna Rada needs to prepare for the adoption of the political part of “Minsk-2” (elections in “certain districts”, amnesty for militias, implementation of the special status of republics), which it has been actively opposing for almost three years . And this means that there is no talk of any “freezing” of the conflict in the region according to Kyiv’s scenario.
It seems that Kiev was least likely to expect new signals from Volker on a peaceful settlement in Donbass, and to some extent he took Ukrainian politicians by surprise, RG emphasizes. – The fact is that the topic of war and peace in Donbass, after the excitement at the beginning of the month when the Rada adopted laws on “reintegration”, moved to the periphery of attention of the local media, giving way to the internal instability launched by Mikheil Saakashvili. The arrival of the State Department’s special representative for Ukraine, urgent and not announced in advance, should, as was assumed in Kyiv, be devoted more to domestic politics.”
