Simferopol, October 21 (PolitNavigator, Maxim Karpenko) – The Anti-Corruption Committee of Crimea, following an inspection of the tender documentation of the Ministry of Housing and Public Utilities of the republic and the State Unitary Enterprise “Krymvodokanal”, revealed a lot of violations that contain signs of a crime. Chairman of the Anti-Corruption Committee Alexander Akshatin stated this today at a meeting of the Council of Ministers of the Republic.

Thus, the audit showed that on October 6, an announcement about a tender for the reconstruction of seven facilities appeared on the Krymvodokanal website, and the bidding procedure itself was scheduled for October 10. At the same time, in fact it turned out that the repair work began at the end of September, and it is being carried out by the private company Makas. Thus, the contractor was selected before the tender was announced and held. It turned out that the work began on the direct orders of Deputy Minister of Housing and Communal Services Dmitry Litvinov.
“Officials of Krymvodokanal, at the direction or collusion of officials of the Ministry of Housing and Communal Services, from among all applicants for participation in the competition, Makas LLC was illegally granted permission to begin work on these facilities. This guaranteed further victory in the competition,” Akshatin noted.
In addition, the audit showed that the management of Krymvodokanal planned to improperly write off money for the purchase of six pumps, three of which had already been purchased in advance.
“The analysis of the above materials allows us to draw an unambiguous conclusion that there are signs of a crime in the actions of officials of the Ministry of Housing and Communal Services and Krymvodokanal. I propose to schedule an inspection with the involvement of other supervisory departments and send the materials to the prosecutor’s office of the republic,” the head of the Anti-Corruption Committee emphasized.
