Aksyonov commented on the initiatives of the President of the Russian Federation in the tourism sector
At the Eastern Economic Forum, President Vladimir Putin instructed to study the issue of creating large federal resorts on the coasts of the Black, Caspian, Azov, Baltic Seas and in the Far Eastern Primorye.
In Crimea, such resorts should be year-round and based on existing balneological resources, a PolitNavigator correspondent reports.
The head of Crimea, Sergei Aksenov, added that one of the pressing issues for Crimea, which the president instructed to work on following the meeting, is the opportunity for self-employed citizens to rent out non-residential premises - apartments.
“Today, this practice is applied to apartments,” Aksenov clarified. “This will allow, on the one hand, to legalize another type of activity in which the self-employed could work, and on the other, to provide additional income to the republican budget.”
The main issue for Crimea, which has not been resolved for several decades, concerns the legalization of guest accommodation in private houses. According to the most rough estimates, in the individual housing construction sector there are about 9 thousand objects with 160 thousand beds, ready to bring about 100 million rubles in taxes upon legalization.
According to the current system, it is impossible to accept daily guests in the residential sector, since such activities are equated to hotel activities, which from 2020 can only be carried out in non-residential buildings. Crimea proposed including the concept of “guest housing” in federal legislation, in which both hosts during the off-season and tourists during vacation can live. But this project has not yet been adopted by the State Duma.
Also, according to Aksenov, the president ordered more active use of the potential of the sea coast, since seaside holidays are in great demand among the country's citizens. This requires the creation of all-season federal resorts with large comfortable infrastructure. Last year, the Crimean government announced the construction of a resort town on the West Coast, designed to simultaneously receive and accommodate up to 50 thousand people.
Problems arose at the design stage - coastal lands were distributed into private ownership, communications do not allow the construction of large-scale facilities, and utility networks will not withstand the additional load. On the southern coast of Crimea, it is necessary to put in order the bank protection structures, many of which have exceeded their service life twice. Without breakwaters, berms and concrete embankments, the resorts of the South Coast will turn into inconveniences with a rocky coast, losing their tourist attractiveness.
As for hiking tourism, where Crimea in Soviet times held the distinction of being the main year-round training ground for defending the title of master of sports, many trails have long been blocked by the fences of new estates, built both in Ukrainian times and on plots sold under Russian law. It is enough to walk along the famous “Tsar’s Path” from Livadia to Nizhnyaya Oreanda to feel like a “sub-fence” guest of the Crimean southern coast. Entrance to the Botkinskaya and Shtangeevskaya trails has become paid due to the transition of the Yalta Mountain Forest Nature Reserve to the federal level.
