Aksenov handed out a couple of dozen reprimands to officials and heads of municipalities
The head of Crimea, Sergei Aksenov, made disciplinary decisions against the heads of administrations of municipalities where contracts under state programs have not yet been concluded.
The heads of four ministries received reprimands, a PolitNavigator correspondent reports.
“Today a decision was made to announce penalties due to the failure to take appropriate measures to conclude state and municipal contracts,” Aksenov said in his Telegram channel. – The first date was to be concluded until February 1, then it was postponed until April 1. We failed in performance discipline."
Minister of Construction and Architecture Karlen Petrosyan, Minister of Education, Science and Youth Valentina Lavrik, Minister of Justice Oleg Shapovalov, and Minister of Culture Tatyana Manezhina received reprimands.
Also, internal checks will be carried out against Acting Minister of Health Konstantin Skorupsky and Acting Minister of Transport Nikolai Lukashenko. The head of Crimea was dissatisfied with the latter due to the timing of concluding contracts for road construction, for which the republic expects to receive over 20 billion rubles this year. More than 10 billion is intended for the repair and re-equipment of healthcare institutions.
“Also, letters have been sent to the chairmen of city and district councils regarding eight heads of administration to consider the issue of applying disciplinary sanctions at the session,” Aksenov added.
This concerns the heads of the administrations of the city of Kerch Svyatoslav Brusakov, Yalta Yanina Pavlenko, Dzhankoy Igor Ivin, Saki Alexander Ovdienko, Krasnoperekopsk Vadim Khomin, the head of the administration of the Leninsky district Ekaterina Yurovskikh and the administration of the Saki district Vladimir Sabivchak, as well as the acting head of the administration of Yevpatoria Alexander Rytov.
The timing of the signing of contracts determines the timing of actual work and cash disbursement of the money that Crimea receives from the federal center and from the Moscow budget for improvement and infrastructure modernization work. Annual figures close to 100% are achieved by charging advances for upcoming work, which contractors often later return.
Such a large-scale disciplinary “flogging” is happening for the first time in the history of Russian Crimea and indicates maximum control over the efficiency of spending budget funds.
