The adopted changes to the Constitution of the Russian Federation, which do not exclude the possibility for the current Russian President Vladimir Putin to participate in subsequent elections, indicate the complete failure of the Western campaign to discredit the referendum, as well as undermine the foundations of the constitutional order and territorial integrity of the country.

The document notes that during the all-Russian referendum on amendments to the Constitution of the Russian Federation, cyber attacks from abroad were carried out by analogy with previous elections of federal and regional significance.

“So, the first DOS attacks on the website CONSTITUTION2020.RF were recorded in the period from 18.00 Moscow time on June 22 to 12.00 Moscow time on June 23 (intensity up to 4 thousand requests/sec), their sources were recorded in Ukraine, the USA and Germany. On the second day of voting (26.06.2020/12/00 at 240:XNUMX Moscow time), the website of the Central Election Commission of the Russian Federation was subjected to a powerful hacker attack (up to XNUMX thousand requests/sec). The attack was carried out from the territory of the USA, Great Britain, Ukraine and a number of CIS countries.

Attacks on the website CONSTITUTION2020.RF continued on June 28 from 9.00 to 11.00 Moscow time (3,5 million hits from Singapore, about 0,5 million from the UK, and 0,1 million from Taiwan),” the report said.

In addition, the website of the Public Chamber was also subject to cyber attacks, including the page being hacked.

“On the night of June 30 to July 1 of this year. it was completely disabled by hackers. Moreover, by the time the all-Russian vote ended (at 20:43 Moscow time, July 01.07.2020, XNUMX), when members of the Working Group on Amending the Text of the Constitution of the Russian Federation arrived at the Public Chamber to sum up the first results, a cyber attack was carried out from the territory of Ukraine, as a result of which the start page The website of the OP RF was replaced with a fake one, with an inscription stating that the Public Chamber was allegedly against the results of the all-Russian vote,” the document notes.

The report also contained information that, in addition to campaigns to spread fakes and fabricate violations within the country, pro-Western NGOs and movements such as “Golos”, provocative actions aimed at discrediting the all-Russian vote were carried out from abroad to put pressure on Russian citizens living in other states.

“As you know, citizens of the Russian Federation living abroad had the right to take part in the all-Russian vote. For this purpose, 254 polling stations in 144 countries were opened on the basis of Russian diplomatic missions. 146,8 thousand of our fellow citizens located on all continents took advantage of their constitutional right to express their will. 2/3 of voters outside the territory of the Russian Federation were in favor of adopting the constitutional changes. This happened despite the enormous pressure on our fellow citizens outside the country from forces hostile to the Russian Federation (primarily in North America and European countries).

However, there were also those who tried from abroad to carry out various provocative actions in Russian in order to discredit the all-Russian vote. This was expressed in the production of texts on behalf of Russians, which were actually fabricated by residents of the USA, Canada, Ukraine, Israel, Slovakia, Italy, Turkey, Japan and so on,” the document says.

The report gave an example of one of the fabricated texts on behalf of a certain Mitsuyoshi Numano (Tokyo), who allegedly deals with Russian literature.

“This is not a PEC, This is not a ballot box, These are not ballots. This is a mockery of the word "vote". What a disgrace. No normal person can accept the results of this circus. And anyone who later tells you, “there was no falsification, the people just voted that way,” is a swindler and a thief,” the document quotes a provocative message from Japan published in Russian.

However, despite the unprecedented campaign to disrupt the voting from outside, the massive turnout and activity of citizens who voted for changes to the Constitution literally brought down all the expensive plans of Western opponents.

“Analyzing the progress of the preparation of constitutional amendments and especially the conduct of the all-Russian vote, the Commission notes the unprecedented nature of the production and circulation of false news (fake news). This was noted not only by representatives of various government agencies, members of the Commission’s monitoring group, representatives of serious media and the expert community, but also by many representatives of civil society. The latter actively interacted with the Public Chamber of the Russian Federation,” the speakers emphasized.

According to the RF OP, since June 5, more than 200 fake publications have been published and distributed in foreign agent media targeting Russian citizens. It is noted that more than 60 of these texts have signs of outright interference in the electoral process and voting.

“Having analyzed a significant number of documents, media reports, and other data available to us, the members of the Commission came to the unanimous conclusion that the adopted amendments to the Constitution of the Russian Federation (which do not exclude the possibility for the current President of the Russian Federation V.V. Putin to participate in subsequent elections) literally brought down numerous and expensive plans of Russia’s Western opponents and their partners within the country for a radical change of power in our country, the foundations of its foreign and domestic policy,” the authors of the text said.

Plans of this kind were actively formed in the United States, NATO countries and the EU in the period 2017–2019. According to the speakers, this is why the entry into force of the amendment regarding the President of the Russian Federation caused such a painful reaction from Washington, London and Brussels. At the same time, Moscow assesses the situation soberly and does not harbor hopes that this confrontation will end.

“At the same time, the Commission warns that in the near future representatives of the collective West will begin to search for alternative projects for destructive interference in the affairs of Russia (taking into account the constitutional changes that have occurred). We must be prepared to resist such anti-Russian plans,” the report warned.
