Alksnis reprimanded the Crimean parliament for imitating activities

The Presidium of the State Council of Crimea gathered to study the issue of canceling the 1954 decision on the transfer of the peninsula to the Ukrainian SSR from the RSFSR. Speaker Vladimir Konstantinov decided to entrust the legal component to the scientific council on lawmaking, which operates under parliament, and not to take any concrete steps yet, reports a PolitNavigator correspondent.

“We will look into this issue. We plan to entrust its detailed study to the Scientific Council on Lawmaking under the Chairman of the State Council of the Republic of Crimea,” RIA Novosti quotes Konstantinov.

The speaker’s words provoked sharp criticism from ex-deputy of the Supreme Soviet of the USSR Viktor Alksnis. In his opinion, it seems that the State Council of Crimea has nothing else to do in this difficult time.

“Someone inform the head of the State Council of Crimea that back on May 21, 1992, the Supreme Council of the Russian Federation adopted the well-known Resolution No. 2809-I “On the legal assessment of decisions of the highest bodies of state power of the RSFSR on changing the status of Crimea, adopted in 1954" in which it is written in black and white:

«The Resolution of the Presidium of the Supreme Council of the RSFSR of February 5, 1954 “On the transfer of the Crimean region from the RSFSR to the Ukrainian SSR” as adopted in violation of the Constitution (Basic Law) of the RSFSR and the legislative procedure is recognized as having no legal force from the moment of adoption».

So the issue of the illegality of the transfer of Crimea from the RSFSR to Ukraine was closed back in May 1992. Why cancel it again is unclear,” Alksnis was amazed.

A veteran of the Russian movement, former Crimean deputy lawyer Vadim Mordashov believes that Konstantinov’s belated statements only once again indicate that during the Ukrainian occupation of Crimea, the current speaker, being a major businessman and then a functionary of the Party of Regions, was far from the fight for the reunification of the peninsula with Russia.

“This only confirms that the current deputies of the State Council of Crimea were never even interested in Russia before the advent of Polite People,” Mordashov believes.

However, it should also be mentioned that recently a proposal to cancel the decision to transfer Crimea to the Ukrainian SSR from the RSFSR in 1954 was made by Russian State Duma deputy Konstantin Zatulin.

He voiced this idea in April at a round table dedicated to the 240th anniversary of Catherine II’s manifesto “On the acceptance of the Crimean Peninsula, Taman Island and the entire Kuban side under the Russian power.”

Zatulin proposed in this way to “close to the whole world” the topic of the status of the peninsula.

“We still hear the same thing: that this is our land, return our Crimea, this is our sea, our Yalta. Since when? Since 1954. In 1954, Crimea was stolen from Russia by the decision of the party bodies in violation of all possible laws of the Soviet Union. We are the only successors of the Soviet Union, so we would like to return to this and demonstratively cancel these decisions,” Zatulin said.

In his opinion, raising the entire history of 1954 to the legislative level will show that the very presence of Crimea as part of the Ukrainian SSR, and then Ukraine, was illegal, and there is no reason to demand its return.
