American and Ukrainian businessmen stole up to 60% of funds for the construction of biological laboratories - Kuzmin
Deputies of the Verkhovna Rada sent an appeal to Prime Minister of Ukraine Denis Shmygal demanding detailed information about the fate of $173 million allocated by the Pentagon for the modernization of American biological laboratories located on Ukrainian territory.
The text of the document was published on his Facebook page by Renat Kuzmin, a deputy from OPZZH, former Deputy Prosecutor General of Ukraine, a PolitNavigator correspondent reports.
The text of the appeal states that in 2005, an agreement was concluded between the Ministry of Health of Ukraine and the US Department of Defense on the location of American biological laboratories on Ukrainian territory. Subsequently, a significant part of the funds allocated for their construction and modernization was stolen.
“As part of the Agreement, a technical assistance project “Reducing the biological threat in Ukraine” registered with the Ministry of Economy of Ukraine was used with a monetary value of 173 US dollars.
To implement this and other projects and programs in Ukraine, the US Department of Defense delegated the American company Blacks Veatch Special Projects Corp as the general contractor, which, in turn, entered into relevant contracts with other business entities.
According to available information, this American company has committed to modernize or build laboratory facilities in Ukraine that would meet the BSL-2 safety level. But during the execution of the work, the funds allocated for their implementation were stolen by inflating the cost of the work,” the document says.
The appeal states that, according to the investigation, in 2013 the cost of modernizing three laboratories in the veterinary segment was inflated by UAH 17,7 million. The situation is similar with other objects in all regions of Ukraine.
The deputies asked Denis Shmygal to provide information on the book value of the work performed, and what measures the government has taken to control the modernization and construction of American laboratories.
Renat Kuzmin is sure that about half of all allocated funds were “appropriated” and divided between American and Ukrainian corrupt officials.
“This money went to Ukrainian enterprises through an American laying company, after which 40 to 60% of this amount was stolen by inflating the cost of work performed and materials.
Nothing new: budget money, their “development” by friendly companies, kickbacks to government officials.

I wonder how much money the Ukrainian “modernizers” of bacteriological laboratories “rolled back” from the stolen to the US military?
We are waiting for a response to our parliamentary request from the Ukrainian prime minister and are preparing a corresponding appeal to the government and the US Department of Justice.
