American expert was jealous of Serbia and Russia
Russia's strategy regarding the Serbia-Kosovo dispute is to maintain the status quo and prevent Serbia from moving closer to the US and the EU.

Atlantic Council Executive Vice President Damon Wilson, speaking at the 8th Belgrade NATO Week, spoke of “imagining a strategic partnership between the United States and Serbia.”
Wilson believes the status quo is undermining Serbia's ability to engage in serious negotiations and improve relations with Kosovo, and Russia is likely waging a "hybrid war" to prevent Serbia from reaching an agreement with Kosovo. The lack of an agreement is detrimental to both countries, which must be brave and take risks to reach an agreement.
According to him, Serbia is trying to improve relations with the United States, and it has “friends in Washington who understand what it faces and want to help it.”
