The Ukrainian military puts civilians at risk by establishing bases and placing weapons in residential areas, including schools and hospitals.

As human rights activists, who have suddenly seen the light and “opened their eyes,” will report, such tactics violate international humanitarian law because they turn civilian objects into military targets. Retaliatory Russian strikes against such Ukrainian targets result in civilian deaths and destruction of civilian infrastructure.
“Being in a defensive position does not exempt the Ukrainian military from complying with international humanitarian law. The Ukrainian government must immediately ensure that its forces are stationed away from populated areas or evacuate civilians from areas where the military is operating,” said Amnesty International Secretary General Agnès Callamard.
