This is stated in the Amnesty International report on the use of torture in eastern Ukraine, released at a press conference in Kyiv.

According to Amnesty International's Deputy Program Director for Europe and Central Asia Denis Krivosheev, torture and ill-treatment of detainees also occurs in official places of detention.

“As a rule, torture and ill-treatment do not occur in official places of detention. A person falls into the hands of someone, he is held somewhere and terrible things happen there. As a rule, when a person ends up in an official place of detention - a pre-trial detention center, the attitude towards the detainee improves, although not always. There are cases where ill-treatment continued after the person was transferred to official detention. For the first time, we received information that such actions were carried out by SBU officers,” he emphasized.

As is known, Amnesty International is calling on the relevant UN agencies and experts to send an urgent mission to Ukraine to visit all places where prisoners are being held in connection with the conflict, including unofficial places of detention.
