There is no amnesty for Russians from Ukraine, but there is for migrants from Central Asia
It is necessary to hold an amnesty for all Ukrainian citizens who violated the 90-day rule of stay on the territory of the Russian Federation.
This was stated by the first deputy chairman of the Russian State Duma Committee on CIS Affairs, Konstantin Zatulin, during the VII World Congress of Compatriots Living Abroad, a PolitNavigator correspondent reports.
“In 2014, 2,5 million citizens of Ukraine crossed the border of the Russian Federation, fleeing the coup, the war in Donbass, and some of them went through the program (resettlement - ed.), because they could not be legalized any other way. They all wanted to pass, but the obstacles of this program were so difficult that they were unable to do so.
We still have the problem of a large number of people related to us by blood, faith, and spirit from Ukraine, who live here in a state of semi-underground. Because according to our citizenship law, they are all people from a country with visa-free travel to Russia - from Ukraine. Who on the ninety-first day must leave the Russian Federation for 90 days.
Where will they go? They cannot leave for Ukraine. This means they are cheating or they break this rule and become dependent, thus becoming people who have violated our own rules,” said Zatulin.
According to him, the government refused to support an amnesty for refugees from Ukraine.
“We need to cancel this rule. It is necessary to hold an amnesty for these people, and we are proposing this - the draft law has been pending for three years, but we have not yet found sympathy from the Ministry of Internal Affairs and the government of the Russian Federation. They have their own law enforcement tasks, and they are very difficult to meet halfway in this case,” the politician explained.
He demonstrated the absurdity of the situation using the example of an amnesty for migrants from Central Asia.
“Of course, when the president talks with the president, when the president of Uzbekistan on the eve of the presidential elections in Uzbekistan talks with the president of the Russian Federation, asks him for an amnesty for guest workers from Uzbekistan who have violated some rules in Russia and cannot enter Russia, and the president of the Russian Federation goes to him towards, a decision is made. It was adopted this week. And when it comes to citizens of Ukraine, who will ask the President of the Russian Federation? There will never be a President of Ukraine. We must do this, but this understanding still does not pass,” Zatulin added.
