The law provides for an amnesty for those categories of convicts who are the most vulnerable, including minors and women, as well as men who have children under 16 years of age or disabled children, disabled people of groups 1, 2 and 3, patients with tuberculosis those with cancer, persons who have reached retirement age and participants in hostilities, persons who defended the independence, sovereignty and territorial integrity of Ukraine, who directly participated in the so-called. “ATO.”

The main criteria for applying an amnesty, according to the document, are the insignificant social danger of crimes committed by a person serving a sentence, as well as objective factors - serious illness, old age.

The law defines the category of convicts to whom the amnesty does not apply. Thus, the amnesty cannot be applied to persons “who have committed grave and especially grave crimes, as well as to persons who have committed a crime using their official position (corruption crimes).”

Let us remind you that an amnesty for ATO participants who do not have serious crimes was proposed by Prosecutor General Yuriy Lutsenko.
