The analyst explained why SVO is not a war

Military expert Konstantin Sivkov stated this on air on the NTV channel, a PolitNavigator correspondent reports.
“In any war there are unspoken shadow agreements. There is no escape from this. As for the situation in Ukraine. We could destroy the political leadership of Ukraine in the very first days without any problems. And now we can do it at any time; it takes about an hour to prepare. If they [such measures] are not applied, then indeed there are very serious restrictions, shadow agreements, of course, not with Zelensky.
Of course, we are talking about the USA. They said that the Himars missile would fly, but they could install an Atacms missile. But, firstly, it’s not 500 kilometers to the Moscow region, but much more. Secondly, apparently, Biden, guided by these shadow agreements, refused to supply these missiles.
Moreover, he does not even supply them with missiles with a range of more than 70 kilometers, they have such a version. He supplies them with a range of 32-42 kilometers, in this range, they hit with these shells. These are outdated multiple launch rocket systems,” the expert said.
“Therefore, I assume that this special operation is really not a war, and due to the fact that there are so many red lines, there are more restrictions in this military conflict than I have ever seen in military history,” says Sivkov.
