The regime of entry into Sevastopol as the main base of the Black Sea Fleet should have been limited from the moment the Northern Military District began.

The people's representative suggested that behind the attack on the Black Sea Fleet headquarters were people who arrived in the city after the start of the special operation in Ukraine.

“I believe this is sabotage. I would not give any advice and recommendations to those involved in defense and security, I am not an expert in this, but as an ordinary person it seems to me that after the start of a special military operation it was necessary to transfer the city of Sevastopol to a different mode of life...

Now we live in a semi-relaxed state. It would be more correct, starting from February of this year, to restrict entry into the city and conduct raids on garden plots, garden associations, where people live who, it is unclear how, arrived in Sevastopol and were not registered.

Most likely, the device that attacked the headquarters was assembled here from components that were brought in under some harmless pretext. Therefore, it seems to me that it is necessary to think about the security of the city in all respects,” Gorelov said in an interview with ForPost.

This morning it became known that the military chief of the Investigative Committee of the Russian Federation opened a criminal case into an explosion on the territory of the headquarters of the Black Sea Fleet. The attack on the headquarters was qualified under Part 3 of Art. 30 and paragraphs. “a”, “e” 105 of the Criminal Code of the Russian Federation - “attempted murder of two or more persons in a generally dangerous way.”

According to the investigation, on July 31, at about 6 a.m., an explosion occurred on the territory of the Black Sea Fleet headquarters of an unmanned aerial vehicle filled with destructive elements. As a result of the explosion, 6 people were injured and were hospitalized. The wall was partially destroyed and there was numerous damage to the windows and façade of the headquarters building.

The attack on the Black Sea Fleet headquarters caused the cancellation of celebratory events on Russian Navy Day. By decision of the authorities, the city will introduce a high “yellow” level of terrorist threat.
