Avakov allowed the arrest of 40% of ATO participants

He came to such conclusions by analogy with the United States, where 40% of soldiers returning from the Vietnam War ended up in prison.
“In the United States, 40% of those who went through Vietnam returned from the front and were prosecuted. In the prosperous United States, where there are multi-billion dollar psychological rehabilitation programs. We have people who returned from the front - six waves of mobilization plus volunteer battalions - this is a gigantic number of people with a transformed psyche... We are dealing with professional bandits and professional people who have taken this path. This was the case in all post-war situations - it was this way in Serbia, it was this way in the post-war USSR, it was this way in Turkey, it was this way everywhere,” Avakov said.
