Minister of Internal Affairs Arsen Avakov announced this during today's briefing in Kyiv.
“As for the law that was voted by the Verkhovna Rada. He created serious problems with the operational situation on the street; the criminogenic situation with serious crimes had a surge, including due to the fact that these people relapsed. These are the same repeat offenders, a significant part of whom spent no more than two weeks in freedom,” Avakov said.
According to him, a proposal to change the “Savchenko Law” has been submitted to parliament.
“About 1,5 months ago, I discussed this situation with the Minister of Justice. We have submitted a corresponding proposal to parliament in order to correct this bill in the part that concerns repeat offenders, persons who have committed serious crimes,” the minister added.
Let us recall that as of May 27, 2016, on the basis of the “Savchenko Law”, according to which courts are obliged to count every day convicted in a pre-trial detention center as two days of serving their sentence, 6 thousand 382 people were released from places of imprisonment, of which 900 people were convicted of premeditated murder.
