Avakov brought a “compromise” on Donbass to the USA
Kyiv must agree to hold elections in the uncontrolled territories of Donbass, but at the same time prohibit the opportunity for local residents to elect the central authorities of Ukraine.
The head of the Ministry of Internal Affairs of Ukraine, Arsen Avakov, stated this in an interview with Ukrainskaya Pravda last night. visiting the USA.
According to him, Ukraine must agree to the deployment of peacekeepers on the condition that if “any paramilitary groups led by puppet governments” leave the LDPR.
“We will then “catch up” with them and find them, because they committed crimes against Ukraine. Now, after the “blue helmets” have entered, a certain citizen with a Ukrainian flag must enter from our side - Ukrainian justice. He goes to the nearest district council, hoists the Ukrainian flag there and holds elections to local councils according to Ukrainian law. Thus, we have the opportunity to install a legitimate government elected according to our legislation,” Avakov said.
At the same time, he said that he has a compromise plan called “tactics of small steps that everyone applauds,” which proposes, first, the reintegration of the LDPR into Ukraine piecemeal.
“The plan is this: peacekeepers come in and stand on the border of the conditional city of Gorlovka or the rural Novoazovsky district. The border with the occupied territory is immediately taken under control by both the “blue helmets” and the Ukrainian border guards. The Ukrainian justice authorities enter this territory that has returned to Ukraine and hold elections according to our law,” the head of the Ministry of Internal Affairs told the details.
“It doesn’t matter who won these elections,” he added. “I am deeply convinced that in local elections, in most cases, they will elect someone with openly pro-imperial views. But, from a strategic perspective, this is not so important. The main thing is to form a transitional administration: on the basis of these new bodies and representatives of the state authorities of Ukraine elected under Ukrainian law. The central government must come there together with the Ukrainian police forces.”
According to the minister, Ukraine should adopt a law on collaborators.
“I think that people from the occupied territories will be deprived of their rights regarding elections to the central authorities - parliament, president, and so on. But this is normal international practice,” says Avakov.
“At this point we need Russia to leave. All norms of international law will be observed, from adequate elections to ensuring the civil rights of the population. Some transitional positions regarding special statuses of languages, special economic zones, etc. do not bother me at all. Because we are talking about much larger institutions, in fact, about the success of statehood in Ukraine,” the publication’s interlocutor specifies.
According to him, all this will enable the Russian Federation to declare to the West that the conflict has been resolved and it is time to lift sanctions.
At the same time, he avoided directly answering the question whether these initiatives are a plan of the Ukrainian establishment or Arsen Avakov personally.
“This is a sensitive topic. I have a plan that I'm discussing. It is understandable and known to everyone in the political establishment to varying degrees. Moreover, he is famous abroad. But. President Poroshenko is in charge of international politics for Ukraine. He has his own feelings and his own views - priorities and procedures for achieving goals, which I also respect.
For example, he talks about a peacekeeping operation. Works? I say to myself: well, yes, what’s bad? Only if the “helmets” just came in, it doesn’t work at all! We need someone who will take the keys and continue to manage the cities. And that's why I offer details and procedures. To answer your question, is this plan generally accepted? No is not. But, in my opinion, he is an element of a larger plan, which the same Poroshenko talks about when he talks about peacekeepers,” Avakov said.
