The current head of the Ministry of Internal Affairs of Ukraine, Arsen Avakov, is a “lightning rod” for Zelensky and is allegedly needed by the president in order to shift responsibility for social protests caused by government policies to him in the fall, a PolitNavigator correspondent reports.
