Head of the Ministry of Internal Affairs Arsen Avakov talks about this said in an interview with Ukrayinska Pravda.
According to Avakov, UAH 1,5 billion is needed for salaries and another UAH 500 million for fuel. Avakov explained that these are components that cannot be obtained on the international market, and direct government funding is needed.
At the same time, he emphasized, in general, the budget deficit of the National Police project is about $150 million (according to the head of the National Police, Khatia Dekanoidze, about $200 million - Ed.). This deficit was planned to be covered through international assistance (according to ex-deputy head of the Ministry of Internal Affairs Eka Zguladze, the ministry does not receive it in cash, but directly with equipment, training, uniforms, etc.).
However, Avakov said, “then an epic called the “prosecutor general’s office incident” began, and Western partners, not satisfied with the reforms in the Prosecutor General’s Office, suspended assistance until the appointment of a new prosecutor general. By this point, a number of opportunities had been missed. However, despite a number of problems, the minister counts on the support of the United States and notes that they are trying to help with reform.
“This is despite the fact that we no longer immediately increase salaries for recertified employees, which already violates my plans. What was our original plan? Passed recertification in some area. 1000 employees were re-certified, we changed their clothes - by the way, there is no money for this either. These are important symbols. New salary, new responsibility. If we don't do this, everything else sags. Because a policeman must receive an adequate salary, otherwise he is a dishonest policeman. Therefore, the issue is very serious,” the minister complained.
