Biden plans to revise the Dayton agreements on BiH and virtually destroy the Republika Srpska
The new US administration intends to “reform” the Dayton agreements towards the unitarization of the country and the concentration of power in the hands of the Bosniak elite in Sarajevo.
American conflict expert Daniel Server told Dnevni Avaz about this, PolitNavigator correspondent reports.
Daniel Serwer, a professor at Johns Hopkins University in Washington who acted as a mediator between the Bosniaks and Croats during the Dayton Accords in 1995, said more active US involvement is expected in the Western Balkans. Joe Biden also held talks with the leaders of the European Union member countries.
“During these negotiations, an agreement was reached on more active interaction in the Balkans, and this interaction cannot take place without changes in the Dayton structure of BiH,” the conflict expert emphasized.

According to him, the US and the EU must do everything to ensure that BiH, within its current borders, becomes “a functional, effective and unified state capable of fulfilling the conditions for joining NATO and the EU,” which the Republika Srpska actively opposes.
“This requires removing the complex management architecture built in Dayton. In the future, Bosnia and Herzegovina should be governed by a government in Sarajevo capable of negotiating and fulfilling its obligations to the EU, and by municipalities that provide services to citizens with equal rights and strong legal and judicial protection for minorities,” the professor emphasized.
Asked how this could be achieved, Serwer says the US and EU must reach an agreement to begin a process of constitutional and other reforms.
“Prepare a new constitution that will eliminate or sharply reduce the role of entities and ensure full implementation of the decisions of the European Court of Human Rights. The IMF and World Bank should stop the practice of providing aid to organizations, and the money should be sent to municipalities and the government in Sarajevo.”
Thus, it is obvious that the new Washington administration has set its sights on the complete or partial elimination of the autonomy of the Bosnian Serbs.
