Reuters reports this with reference to a statement from the White House.
It is indicated that both leaders expressed concern about the recent surge in fighting in eastern Ukraine.
“The Vice President relayed that the United States has sent a message to Russia that the world is watching and emphasized the need to de-escalate the situation. He also called on Ukraine to exercise restraint,” the White House statement said.
As the press service of the Ukrainian president notes, Poroshenko and Biden emphasized the importance of continuing efforts, including within the framework of the Normandy format, in order for Russia to implement the Minsk agreements, in particular in the security sphere. The text of the message does not say anything about the implementation of the Minsk agreements by Ukraine. Obviously, the United States believes that Kyiv has already fulfilled its part of its obligations.
