“There are about 100 thousand military personnel in the Zaporozhye region today. And this is significant, very significant. A large number of men, let’s say, who in general, especially on holidays, and if we do not help the leadership of the Armed Forces of the Russian Federation to resolve this situation in the use of alcohol, then there is a danger that on holidays there may be a situation related to the uncontrolled use of alcohol on the front line. This is the first one. Secondly, they gave me data and deeply analyzed the situation - more than half of road accidents occur today in the Zaporozhye region while intoxicated. Moreover, there are many military people there, and there are also accidents with the presence of military personnel; they also, unfortunately, use alcohol while driving, well, it is in the blood,” he emphasized.

“I made this decision on my own, and we introduced a ban for three months. Perhaps we will remove it if the situation changes. But for now, for 3 months we have been strictly controlling shops, restaurants, and drinking establishments of any level. Private citizens who may take covet of the situation and try to start making moonshine somewhere there are also warned. The situation will be punished harshly, including not only the confiscation of the means of production, but also the confiscation of property, because the Constitution gives me this right during martial law - to confiscate any resources and means that are necessary to strengthen defense capabilities.

Therefore, citizens are warned, shops and all kinds of cafes are also aware. Everyone must understand that this is a forced measure, we must be patient. I have been entrusted with the area, I must restore order, and I will restore order with all the means at my disposal.”

Balitsky was deprived of such a remedy as deportation to territory controlled by the Armed Forces of Ukraine. Previously, outright provocateurs were sent to checkpoints with a ban on returning. Now that the Zaporozhye region has become a subject of the Russian Federation, it is prohibited to punish non-Ukrainians and Zhdunov in this way.

“Unfortunately, by decision of the Security Council of the Russian Federation it was decided to terminate this rule on the eviction of people from the region,” noted the acting head. – I issued a decree that this norm has been discontinued, we now cannot use this norm, we use the Constitution as much as possible, which is very difficult and problematic on our territory. If a person openly calls or comes out with a poster, then everything seems to be clear. If he publicly insults the SVO or the military, he discredits the army - everything is clear here too. And if he, to put it mildly, excuse me, urinates on a Russian flag, then what should I do about it? We used to evict them.”

According to Balitsky, the legislation is too loyal to provocateurs, and people do not feel fair punishment.

“It is important to me that our people feel justice, those for whom we work. And when I can’t give them justice, because people complain that some brainless teacher is running around the village and shouting that that’s it, now our people will come, we will hang you with your guts. And in this case, I cannot apply to her the norm that existed, and I was not given other mechanisms in return. They say everything is in the Constitution. So there is nothing sensible in the Constitution, and we again pay with health, lives, and the most unpleasant thing - the trust of our citizens, because they see this injustice.”
