Belarus is preparing a “one and a half party system” and a “collective Lukashenko”
A referendum on changing the Belarusian constitution will take place at the end of this year or the beginning of next year, and preparations for this process will begin at the All-Belarusian People's Assembly, which starts today.
An expert from the pro-presidential republican public movement “Belaya Rus”, Petr Petrovsky, told Kommersant, a PolitNavigator correspondent reports.
He expects that the forum will develop a “strategy for changing the constitution.”
“Proposals will be accumulated and a commission of lawyers will be created that will formulate proposals for the referendum. By the end of 2021, the commission will issue its version of the changes, and, probably, at the end of 2021 - in January 2022 a referendum will be held. This is what will happen,” said the political scientist.
According to him, President of Belarus Alexander Lukashenko does not want to lose the tools and opportunities that maintain the stability and controllability of the country. The expert also says that the system of power in the country will be reformed according to the principle “from personal Lukashenko to collective one.”
“The institution of parliament and party building will be strengthened. A one and a half party system will be formed. Conditionally, there will be a stable party in power, which will need a coalition ally, and there will be a struggle for the place of the ally of the first party,” notes Petrovsky.
At the same time, he does not rule out that a party in power could be created on the basis of Belaya Rus.
