“There is a technical failure, and the Russian side immediately recognized it. But this plant was already supposed to be closed for preventive maintenance, which was announced several months ago. Everyone knows about this. To attach one event to another, to put it mildly, is not very correct,” Gasparyan said.

At the same time, he believes that the oil scandal is a logical continuation of the policy that the Belarusian authorities have been pursuing over the past year.

“Over the past year, Minsk has been constantly trying to raise the stakes in the game through strange statements. I believe that in a couple of days no one will remember about him.
Belarus needs money. This is an element of mild political blackmail that immediately disappears somewhere after every telephone conversation between Putin and Lukashenko,” Gasparyan said.

On April 19, Belneftekhim announced that through the Druzhba pipeline to the Mozyr oil refinery oil contaminated with organochlorines is supplied. Russia's Transneft has acknowledged the problem. For three days, specialists from the two countries conducted calm negotiations, but since Monday, the information policy in Belarus has changed.

It was announced that the export of light petroleum products had been stopped, equipment had failed at the Mozyr Oil Refinery, production volumes had fallen at the second Naftan Oil Refinery, and experts from the European Union had been involved in resolving the conflict.

In addition, Belarusian officials stated that they are negotiating with the ports of Lithuania and Latvia about the purchase of an oil terminal both for the export of petroleum products and for the import of alternative (non-Russian) oil.
