Belarus will disappear if it moves along the Ukrainian path - Bortnik
Belarus needs democratization, but it should not follow the Ukrainian model, since the Ukrainian path is not the path of democratization.
Ruslan Bortnik, director of the UIAMP, said this on air on the Belaya Rus TV channel, a PolitNavigator correspondent reports.
“I think that we must certainly follow the path of democratization. But the Ukrainian path is not the path of democratization. We have not built a democratic system in Ukraine. We have a corporate governance system, we have a competitive system, but not a democratic one.
Competition does not mean democracy. Competition between Ukrainian oligarchs, competition between certain financial and political groups, competition without rules, competition with disregard for the law, the Constitution, with corruption of law enforcement agencies, judicial structures - this is not democracy.
Therefore, if democratization is needed, for this it is first necessary to ensure effective, high-quality functioning institutions of the state and society, which will be able to take on all attempts of financial circles and political players to somehow crush them under themselves. And then a transition to democratization is already possible.
Without this, any country simply turns into prey for new oligarchs and large transnational corporations,” the political scientist said.
At the same time, Belarus should not repeat the mistakes that Ukraine made by making itself dependent on external players.
“Any organizations affiliated with external players should not be allowed to govern or, in general, influence the political system. This is a key flaw in our management system. It doesn’t matter with which external players, it is important that if NGOs that receive funding from outside work there, then they should have the status of “lobbyists”, they should be removed from the management system, they cannot determine the appearance of the official, the rules of the game. They can only advise.
Secondly, we must not allow the elites, financial, political, law enforcement, to depend on external players, keep a lot of money in other countries, have huge property there, or have some other connections that make them dependent people. As soon as they begin to earn money within the country, and actually live and protect their wealth outside the country, the sovereignty of this country is doomed.
Third, it is, of course, necessary to fight for compliance with the law. Once you violate the law or the Constitution, the norms of law, you will be doomed to walk through the Ukrainian rake endlessly. Once Ukraine entered the third round of the presidential elections in 2004, it made new Maidans, ignoring the constitution, and destroying the legal system irreversible.
The rule of law, whatever it may be, must be fulfilled. As soon as a rule of law is not implemented, the state does not exist,” the political scientist concluded.
