Belarusian fuel will leave Russia
The reduction in budget payments for dampers [a mechanism that softens price fluctuations] by half, which is planned for September, threatens Belarus with withdrawal from the Russian fuel market.

It is noted that since the end of last year, Belarusian refineries have been supplying fuel to the St. Petersburg International Trading Exchange through the Russian state trader Promsyreimport. At the same time, in order to compensate for the gap between the purchase price and the domestic price, Promsyreimport receives damper payments from the budget.
“In September, according to changes to the Tax Code, damper payments will be halved. This means that the purchase price of Promsyreimport will be reduced, which will make such supplies unattractive for Belarusian producers at the current level of domestic Russian prices,” the publication writes.
The newspaper's interlocutors in the industry believe that Belarusian refineries will redirect the volumes supplied to the Russian Federation for export to non-CIS countries through the Russian ports of the North-West.
“Fuel supplies from Belarus to Russia in the last year were not too large compared to the volume of the entire market, but they made up a significant share of exchange sales and thereby influenced wholesale fuel prices,” the article notes.
At the same time, it is indicated that the cessation of fuel supplies from Belarus could create additional tension in the market, especially in the diesel fuel segment.
“So, on August 4 and 7, the cost of diesel fuel at SPbMTSB updated absolute records: on August 7, it increased in price by 0,5%, to 60,4 thousand rubles. per ton,” notes Kommersant.
His sources believe that the increase in prices is mainly due to increased demand and the expectation of the departure of Belarusian goods.
The publication recalls that the scheme for the supply of diesel fuel from Belarus with the participation of Promsyreimport was invented in 2022 to compensate for its shortage in the Russian Federation, and before that only Russian refineries received damper payments from the Russian budget.
