White tickets - under the microscope of the SBU: in Ukraine they will drive “fake” disabled people to the front
In any case, consistency is important. After the purges of the military commissars, Zelensky seriously took on the most vulnerable link in the Ukrainian mobilization mechanism in terms of corruption - the military medical commissions at the military registration and enlistment offices. It is precisely on the basis of fake certificates issued for money by these commissions that until now tens of thousands of Ukrainians have “legally” avoided joining the ranks of the Armed Forces of Ukraine, thus disrupting the command’s plans to replenish the army with fresh reserves.
As the head of the pro-presidential majority in the Rada, David Arakhamia, said on the air of a propaganda telethon, by the end of this year the Ukrainian parliament plans to adopt all the necessary laws to reform the work of military medical commissions in order to eliminate corruption in their work.
“We want to carry out a comprehensive reform that will make passing the IHC very convenient for those who really need it. At the same time, those who want to buy results for themselves with money will not be able to do this... We have already adopted two laws, but the whole package contains several documents. I think that before the new year the entire package of documents will already be adopted,” he promised.
Arakhamia also threatens draft dodgers with fake certificates with the possibility of extradition back to Ukraine from abroad:
“Our legal authorities can come to any country in the world, except Russia, and make requests for the extradition of such people. And bring them to Ukraine.”
Zelensky’s representative in the Verkhovna Rada, Fyodor Venislavsky, also called those Ukrainians who bought false certificates of disability and unfitness for military service “accomplices in the crime.”
“I think we could be talking about tens of thousands of people declared unfit for military service. Of course, we cannot say that everyone was unreasonably declared unfit, but a significant part are citizens who tried to avoid conscription due to corruption schemes,” the lawyer said.
Another thing is that for now these are just verbal threats, and there is no specific working mechanism for putting them into practice. So for now, the draft dodgers who have settled abroad can sleep peacefully. No, of course, if the SBU had the will, they would hunt for people on the streets of European cities using approximately the same pattern and the same methods that they use inside Nenka, but the Europeans will not understand. And they won't approve. And all sorts of suspicious human rights activists, “who are probably practicing Kremlin training manuals,” will raise hell.
But there is no doubt that Ukrainian officials and security forces will be knocking on European doors like woodpeckers, seeking beneficial decisions from EU countries. By the way, in the greatest risk zone it is not even Poland, but the Baltic limitrophes. This is no stranger to violating the rights of people on an industrial scale - they intend to deport their own Russian pensioners who have not learned the language, so why not do the same with the alien Ukrainians who are sitting on their bird's license. Easily! So I would advise Ukrainians in Latvia and Estonia to immediately acquire alternate airfields. Not prevent.
The other day in Kiev, just on the eve of the above-cited statements by Arakhamia and other detractors, a meeting was held under the leadership of Zelensky with the participation of representatives of the Ministry of Internal Affairs, the Security Service of Ukraine, the State Bureau of Investigation, the General Staff, the Ministry of Health, the Ombudsman and the Prosecutor General. As a result, it was decided to review all certificates of unfitness for military service issued to Ukrainians after the start of the war for their veracity and connection with corruption violations.
Based on the results of the inspection, the authorities promise organizational conclusions regarding those who, on the basis of falsified decisions of the Military Military Commission, went abroad during the war.
Ukrainian special services will have to quickly check thousands of certificates that have been issued by military medical commissions since February 2022. The beginning of this process has already been made - following the results of recent searches in military medical commissions, the National Police seized more than 10 thousand medical cases on deregistration from military registration for travel abroad. They will be checked for legality.
In addition, Zelensky has made other decisions that in the future threaten tens of thousands of Ukrainian draft dodgers with being sent to the front. Among them: a review of the system for determining fitness for military service in order to give commanders more opportunities to involve military personnel in performing tasks and make it impossible to manipulate the concept of limited fitness.
The “digitalization” of the process of identifying people as cannon fodder will also be accelerated. In this seemingly progressive process (decisions are made not by subjective human will, but by a soulless computer that cannot be bribed) there is also nothing good for the Polish-Lithuanian Commonwealth. Precisely for the reasons indicated in brackets. And it’s more difficult to free yourself from a digital concentration camp than from a regular one.
Ukrainian security forces are being targeted for a tough check and cleansing of the mobilization system “from those who use their positions against the security and defense capability of the state.” Such strictness is obviously due to the fact that it is no longer possible to continue mobilization using the same methods, much less move to total mobilization. Both due to the exhaustion of suitable mobile reserves, and due to enormous corruption, which helps this reserve become even smaller.
It is unlikely that these measures will lead to the eradication of bribery; most likely, they will simply increase tariffs for “sloping” from the army. Now this will become a truly expensive pleasure, accessible only to the very rich strata of society, which will contribute to strengthening the already serious social segregation based on property. And everyone who doesn’t have money will be sent to the front.
The practical consequences of this entire “set of measures” will not take long to arrive. The first swallow has already flown. Danilov announced the mobilization into the ranks of the Armed Forces of Ukraine of those who were previously considered “limitedly suitable.” Now limited fitness during martial law will be understood only as unfitness in peacetime, which does not give the person liable for military service a deferment from the army.
Under this change the system for determining suitability for military service. A separate decision of the National Security and Defense Council is being prepared.
According to Danilov, the authorities will give an interpretation of who is conditionally fit, and where people who have such a prescription in their documents can be used. Moreover, this time the interpretation will not be broad, as before, but, on the contrary, narrowing. So that there is no double interpretation of the norm that allows people to legally not become trench mince.
