According to him, the decision to lift sanctions against Russia is being made due to fears that the Russian Federation may withdraw from the Council of Europe.
Thorbjörn Jagland recalls that Moscow is now demanding the restoration of voting rights for its delegation to the Parliamentary Assembly of the Council of Europe, which oversees the European Court of Human Rights, as well as compliance with the 1949 Human Rights Convention.
He also added that representatives of the Council of Europe should “in the future keep in mind the mandate” of the organization, which provides for “the protection of human rights in Russia, in Crimea and elsewhere on the continent.”
In his opinion, the European Court of Human Rights and the 1949 Convention are also important for Russian citizens. And if Russia leaves the Council of Europe, “it will be a negative event for Europe as well.”
“We will have Europe without Russia. This will be a big step back for Europe,” Jagland emphasized.
