Another American military biological laboratory and an underground storage facility for the most dangerous strains of diseases from all over the world will appear in Kazakhstan, which is equivalent to planting a powerful nuclear bomb under the entire Central Asia. The new facility is fraught with enormous political consequences, as it allows Washington to create an additional military threat along the perimeter of the borders of Russia and China, putting pressure on Moscow and Beijing.

It all started with the fact that a week ago, the text of a draft government resolution signed by Prime Minister Askar Mamin on the construction of the facility appeared on the website of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan. Its full name is “BSL-4 Laboratory and underground storage for a collection of dangerous and especially dangerous strains” and judging by the explanatory note of the Minister of Industry Beibut Atamkulov, the order to develop a construction project was given by Deputy Prime Minister Yeraly Tugzhanov.

This note shows the formal purpose of this laboratory with underground storage.

“The construction of the facility “BSL-4 Laboratory and underground storage for the collection of dangerous and especially dangerous strains” is planned in order to better study highly contagious pathogens that cause severe and fatal diseases for which there are no available vaccines or treatments,” says Minister Beibut Atamkulov.

That is, from the outside it may seem that this is a “domestic project”, but in section 3 a hint is given that funds from the budget will not be required for the construction of such a dangerous facility. That is, the construction of the laboratory and underground storage facility will be paid for from external sources by a foreign state. It is not difficult to guess that initially, from the moment of design to the signing of the text of the government decree of the Republic of Kazakhstan, this work was supervised by the Defense Threat Reduction Agency (DTRA) under the US Department of Defense. Funds were allocated for this.

Beibut Atamkulov is silent that this facility will have the international status of a repository for pathogens collected by American military biologists around the world. It is already known that the laboratory will contain various strains of the most dangerous African diseases, such as the Ebola virus, as well as the Marburg virus, smallpox and many others. Therefore, the name of the facility BSL-4 (Biosafety Level 4) stands for laboratory of the fourth highest level of biological hazard.

True, even the minister himself lets it slip that in Kazakhstan there will be a collection of the most dangerous pathogens that cause serious illness in people or animals and easily spread from sick to healthy. At the same time, there are simply no real countermeasures against these pathogens. It turns out that DTRA will bring all these pathogens not only for storage, but also for study, modernization and testing on people and local fauna.

And all this “wealth” will be located in the Kordai district of the Zhambyl region in the village of Gvardeysky in the south of the republic. There, by the way, since Soviet times, there has been a research institute for biological safety problems, which now belongs to the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, which now works mainly under Pentagon research programs. The facility itself is scheduled to begin construction in early 2022 and be completed in the 4th quarter of 2025.

It turns out that this will be the seventh Pentagon facility in Kazakhstan involved in the DTRA network of laboratories for the production of biological weapons, including those disguised as outbreaks of local diseases. The BSL-4 laboratory will become an integral part of the US military-biological infrastructure in Eurasia and the post-Soviet space and will support the existing Central Reference Laboratory (CRL), built in Almaty in 2016.

This research laboratory conducted research on coronaviruses in bats, Crimean-Congo fever and other diseases. I have already written that scientists from Tajikistan contacted us and gave us interesting information about the ongoing work on camels in Kazakhstan. In particular, this Pentagon project is called “Camels as biosurveillance sentinels: Risk at the human-camel interface,” which translated means “Camels as sentinels: the risk of transmission of viruses from camels to humans.” It is now being implemented on the territory of Kazakhstan with the involvement of local scientists and specialists on the basis of the same Central Research Laboratory in Almaty and the Research Institute for Biological Safety Problems in the Zhambyl Region, where it is now planned to build a BSL-4 laboratory and a repository for dangerous pathogens from all over the world.

In connection with the upcoming construction, the government of the Republic of Kazakhstan even decided to play “democracy” and posted their draft resolution on an unknown wide to the public website "Open legal acts" ostensibly for “broad discussion.” On it, until November 19, citizens of Kazakhstan are given the opportunity to leave their opinion on this issue in order to create the appearance of holding discussions.

It is possible that, just like in the story with the construction of the International Low-Enriched Uranium Center, built in 2017 with funds from the United States and the EU on the basis of the Ulba Metallurgical Plant within the city of Ust-Kamenogorsk, “public hearings” will be held, to which weak-willed state employees will be brought , officials and employees of the research institutes themselves. There is no doubt that such a procedure for show will be organized by the Kazakh authorities to show how the local population “supported” such an initiative of the Americans.

But already on the website “Open Legal Entities”, out of thousands of messages from citizens, there is not a single one in support of this project. On the contrary, people of all nationalities are categorically against it. Some of them can be cited as examples.

Thus, Asel Bakauova writes:

“In a country where such unacceptable things are happening, it is IMPOSSIBLE to open a laboratory for the storage of “highly contagious pathogens that cause SEVERE and FATAL diseases for which there are NO available VACCINES or TREATMENTS.” Indeed, in the event of a possible leak, as in the territory of WUHAN, this could, in my opinion, lead to irreversible consequences not only for our country, but also possibly for the whole world! I appeal to those who are involved in such decisions - after all, you also have children, families, loved ones - come to your senses! Do you really want such objects to be nearby?! NOW THIS DECISION CAN TURN THE HISTORY OF HUMANITY AND YOU PERSONALLY IN THE OTHER WAY! WATCH OUT! REMEMBER!”

Olga Solntseva echoes and calls for preventing the construction of the laboratory:

“I am against the construction of a laboratory and storage facility for all kinds of viruses and microorganisms on the territory of the Republic of Kazakhstan!!! Strongly against it!!! So all sensible citizens of our state are against this! This is a biological hazard, this is a biological bomb that will definitely explode, just as ammunition depots in Kazakhstan explode on a regular basis! And those people who even allowed the idea of building such a laboratory in our country are criminals. They are deliberately planning a biological attack! This must not be allowed! We are categorically against this laboratory and storage facility!!!”

Sanitary doctor epidemiologist Yuri Anokhin, who from 1980 to 1990 worked in the department of especially dangerous infections of the Kazakh SSR, speaks out more categorically on this matter.

“If we consider that our own museum of pathogen cultures was transferred to the Pentagon, plus pathogens of African fevers were added, then this will be a purely American laboratory. There is a possibility of opening such storage facilities in other republics. This is exactly what I was talking about: development banks and distribution logistics are looped together. This is an assumption based on an analysis of the situation: during two years of the pandemic, the laboratory in Almaty and all other RL facilities did absolutely nothing. There is zero information on our own quarantine infections from outbreaks in Kazakhstan, and there will be no one to deal with African fevers,” the expert notes.

He also points to the inevitability of leaks and catastrophic consequences for the entire region from the emergence of BSL-4.

In fact, we must consider the new facility as a real US military base, equipped with biological weapons of the most powerful impact. After the Pentagon was not given the opportunity to withdraw troops from Afghanistan to the former Soviet Central Asian republics, Washington found another way to maintain its military-political presence in Central Asia in the form of new laboratories and a similar storage facility.

This once again crosses out the fact that all the assurances of the Kazakh authorities that there is supposedly no production of bacteriological weapons in the republic and that there are no American military biologists are lies. The United States, in fact, continues to intensively finance and supervise the activities of all existing facilities in Kazakhstan and intends to build new ones. Experts from Russia and China are also still not allowed to attend them, despite constant requests from diplomatic departments.

There is no doubt that the development of new modernized strains of the most dangerous diseases, adapted to local climatic conditions and geographic latitudes similar to the conditions of Siberia, Altai and the western regions of the PRC, will continue with renewed vigor.

The fact that the first victims of tests and leaks will be the citizens of Kazakhstan and neighboring Central Asian republics in Nur-Sultan (Tselinograd) does not seem to worry anyone. Moreover, such military facilities, like other “training centers” of NATO and the Pentagon in the Republic of Kazakhstan, are considered by the ruling elite as a guarantee of independence and sovereignty.

Now comes the moment of truth, when it is necessary to make efforts by all opponents of the establishment of a system of external control of the Republic of Kazakhstan by the West with the demand to prevent the emergence of a BSL-4 laboratory and a repository of the most dangerous pathogens from around the world and the elimination of those currently in use. I hope that Moscow and Beijing will also draw the appropriate conclusions, since otherwise biological Armageddon cannot be avoided...
