It is stated that the regional military commissar beat the serviceman with a bat, the district one filmed it all on video.
In addition, they forced the victim to kneel and beg for forgiveness.
At the same time, during searches at the district military commissar, 8 bags with a white substance, which could be an amphetamine, and drug paraphernalia were seized.
Both military commissars were detained.
