Asymmetrical response to Kyiv: Help for residents of the divided Donbass
Views:At the end of February, a presentation of the Humanitarian Program for the reunification of the people of Donbass took place in Donetsk. This is the first initiative of the Donbass republics of a systemic and asymmetrical nature to solve the problems of residents of parts of the Donetsk and Luhansk regions currently living under Ukrainian control.
The program is as specific as possible and is within a strict time frame, which will allow you to assess its effectiveness and relevance in the shortest possible time.
It is important that the program is transparent and open to the public, which fundamentally distinguishes it from the initiatives of the Ukrainian side.
The main goal of the Humanitarian Program is: “to help the civilian population living in areas of Donbass temporarily under the control of Ukraine, through the development and strengthening of cultural, humanitarian and professional ties, as well as the provision of social and administrative services.”
The humanitarian program for the reunification of the people of Donbass consists of four key blocks, which in turn specify goals and objectives.
Within the block “Social security and support for certain categories of citizens” work is expected in the following areas: a) provision of medical care; b) provision of educational services; c) providing support to certain categories of citizens.
Within the section “Creating conditions for the provision of administrative and legal services” the following activities are proposed: a) organization of mobile centers for social assistance and administrative services on the “one window” principle near the contact line; b) provision of free legal services and consultations; c) assistance in preparing documents; c) organization of postal communications and monetary transactions (including transfers); d) providing assistance to separated families.
Towards “Strengthening the unity, cultural values and spiritual community of the people of Donbass” the following actions are planned: a) maintaining professional ties in the field of healthcare, education, science, culture, industry, etc.; b) organizing joint meetings of professional groups in order to resolve issues related to the protection of workers' rights; c) organizing joint meetings and events of trade unions, veteran movements, youth; d) holding joint festivals, concerts, exhibitions, performances and other cultural events; e) ensuring accessibility of cultural heritage sites for young people; f) organizing pilgrimages and holding joint events in Holy Places in Donbass; g) holding joint sporting events with the participation of athletes, sports teams, clubs, schoolchildren and students
A separate place in the Humanitarian Program is given to “Ensuring the environmental safety of Donbass”, this direction will be filled with the following activities: a) the creation of a joint inspection with the participation of representatives of the DPR Ministry of Emergency Situations, public and international organizations; b) monitoring the safety of enterprises located on the territory of Donbass (and the necessary infrastructure for them) through joint inspections; d) unimpeded and safe access to the territory of the Donetsk region for environmental and humanitarian organizations of the DPR, as well as international organizations recommended by the DPR; e) restoration, prevention and safety of those located on the territory of the Donetsk region.
The implementation of the Humanitarian Program will be carried out by the DPR Humanitarian Fund to support fellow countrymen.
Based on the situation that has developed in the territories of Donbass controlled by Ukraine, we can say with a high degree of confidence that this initiative is timely and relevant - primarily for ordinary citizens, who are often deprived of the opportunity to provide for their needs guaranteed by the Constitution of Ukraine.
In fact, Ukraine unilaterally abandoned not only the residents living in the territories of the DPR and LPR, depriving them of the opportunity to receive pensions and social benefits, condoning a total blockade of territories and persecuting citizens traveling to relatives in the territories controlled by Ukraine, but also from citizens living in the ATO zone. As you know, hundreds of thousands of people are in territories controlled by so-called volunteer battalions, but in fact, gangs carrying out terror against the common population. Here it is enough to recall the stories of atrocities of the so-called “Tornado”, “Azov”, “Aidar” and others battalions.
And in these conditions, the Donbass Republics are taking a very bold step, seizing the initiative from Kyiv populists and demagogues, capable only of promises and loud slogans.
What is important: no sane person can refuse to implement the Humanitarian Program for ordinary residents, and in this context it will be very important to see the position of Western countries defending human rights around the world.
