Thus, Prime Minister of Ukraine Arseniy Yatsenyuk said that Kyiv has fulfilled its part of the Minsk agreements and added that any discussions about shifting responsibility to Ukraine are “baseless and unacceptable.” And then he added his points - to withdraw Russian troops from Donbass and return control of the eastern border to Ukraine. The prime minister also noted that elections in the territories of eastern Ukraine not controlled by Kyiv would mean a complete breakdown of the Minsk agreements.
After such public statements, it seems that in the capital of Ukraine the document drawn up in the capital of Belarus was not read or even seen.
In this regard, apparently, it is necessary to once again list the points signed by representatives of the Ukrainian side and briefly comment on their “implementation”.
Points 1, 2, 3 are partially fulfilled.

On the first day after the withdrawal, start a dialogue on the modalities for holding local elections in accordance with Ukrainian legislation and the Law of Ukraine “On the temporary order of local self-government in certain areas of the Donetsk and Luhansk regions”, as well as on the future regime of these areas based on this law.

Point 6. Ensure the release and exchange of all hostages and illegally detained persons based on the principle of “all for all.” This process must be completed by the fifth day following the withdrawal at the latest.

Point 7. Ensure safe access, delivery, storage and distribution of humanitarian assistance to those in need on the basis of an international mechanism.

Determination of modalities for the complete restoration of socio-economic ties, including social transfers, such as payment of pensions and other payments (receipts and income, timely payment of all utility bills, resumption of taxation within the legal framework of Ukraine). To this end, Ukraine will restore control of a segment of its banking system in conflict-affected areas, and an international mechanism may be created to facilitate such transfers.

Poroshenko called the proposal of the LPR and DPR to hold coordinated local elections on February 21, 2016 an ultimatum.

We respected the laws and rules of Ukraine, but they took it as an ultimatum. But our proposals contain only those requirements that are fixed in Minsk-2. These demands were signed by Ukraine. It turns out that Poroshenko considers the Minsk agreements an ultimatum? Which one did he sign for himself? Incomprehensible logic.
It seems to me that Pyotr Alekseevich needs to be less nervous and calm down. And calmly study our proposals.”
However, Kyiv can’t even dream of peace. A year and a half of economic blockade, daily shelling, and targeted physical destruction of the rebellious region could not turn Donbass into a piece of dead, deserted, scorched land. Despite shelling and massive criticism in the Western and Ukrainian media, the Republics are acquiring all the signs of statehood, and first of all this is the creation of institutions of power: legislative, executive, judicial, local. And no matter how hard the pro-Ukrainian and other media, under the dictation of Poroshenko and company, try to present the Republic as territories captured by a gang of robbers, illiterate, unprincipled, belligerent, stubborn facts indicate the opposite.
Kyiv is afraid of elections in Donbass, or rather, of its official consent to holding them, because this would mean admitting a public loss in the political confrontation, as well as its guilt in starting a civil war.
Returning to the painful reaction of the Ukrainian authorities to specific proposals of the Republics in the key to the implementation of the Minsk agreements, we should recall another proverb on the topic of the reaction of the organs of vision: your eyes were open, you were bathed, live now, you want to get out.
