Why is Sevastopol in a fever?

I have been paying close attention to the personality of the new Sevastopol governor Dmitry Ovsyannikov since last summer, more precisely, since my vacation, which I spent with my family in the beautiful Balaklava, where I had been countless times before Ovsyannikov. But on this visit, as they say, I personally encountered the products of his vital activity in this post. And it didn’t come across in the best way.

On the hot shore of Jasper Beach as Robinson. Together with hundreds of the same “Robinsons”, whom the sudden decision of Sevastopol officials to close the Balaklava piers found on the beaches, which can only be reached by sea. And, after the arrest of the berths, hundreds of unfortunate tourists found themselves literally banned on hot beaches, which instantly turned into traps! Women, children, old people were literally roasting under the sun, waiting for at least someone to appear who would take them away from here. The most desperate climbed into the mountains, trying to get to the city on foot, five to seven kilometers away! I myself found myself in the role of such a hostage, intensely peering into the emptiness of the sea in the hope that at least someone would come and save us from this oven! I dedicate two sleepless nights due to my burned back and hands to the governor of Sevastopol! And there were hundreds of people like me!

It turned out that in a whole series of registrations and re-registrations, the Balaklava boatmen, about whom Alexander Kuprin wrote, turned out to be registered with the department of hunting and fishing of Sevastopol. And the new leaders took on the captains with all zeal, driving them cleaner than a pack of greyhounds and a hare. The mooring rent and the price of a patent went up like the temperature of a typhoid patient. Of course, the captains of the motorboats and yawls took this news, to put it mildly, with hostility. And, in order to make them more accommodating, access to personal watercraft was simply blocked. “Until they accept the new conditions.” Tricky!

It’s just that Ovsyannikov’s officials somehow suddenly completely forgot about ordinary people from hunting and fishing in the pursuit of profit. Those same vacationers who from all over Russia came to Balaklava for such an expensive vacation now. Those same patriots of Crimea who chose the much-advertised holiday in Russia. For them, arrested boats and yawls were the main means of transportation to and from the beaches.

A loud scandal broke out, the berths were opened, officials were reined in, and the creation of a kind of conciliation commission was announced. But the residue and burns remained.

Since then, I have been observing the star of the new governor on the political horizon. True, it shines there more and more dimly and is clearly rolling towards the horizon. According to the well-known rating of governors, in just three months from August to October, Dmitry Ovsyannikov moved from a very low 61st position all the way to 69th place. To put it mildly, outsider...

And how can he not be an outsider if his entire Sevastopol career is a continuous series of scandals and conflicts. Brought here from Moscow, the former Siberian Ovsyannikov, instead of extinguishing the previously smoldering conflict between the executive and legislative powers of Sevastopol, filled it with fresh gasoline.

Deciding, apparently like political instructor Klochkov, that Moscow was behind him, and therefore he could do anything, the new governor immediately began to break the local elite over his knees, proving his toughness and independence.

But these same “elites”, who had gone through twenty-three years of confrontation with the Ukrainian authorities, who in every possible way suppressed the pro-Russian, as they believed, Sevastopol residents, were tempered by the “Crimean spring”, were not afraid. And the conflict flared up brighter than before. Moreover, this is already centered around the activities of the governor himself and the team of his “Varangians”, who managed to “mess up” so much in just a year and a half that others couldn’t screw up in a whole period of time.

Under them, two billion rubles were transferred from the city budget intended for the construction of treatment facilities to OFK Bank "United Financial Capital", which immediately burst, burying under itself the targeted federal program for the construction of treatment facilities in the city, and at the same time the failure of the reconstruction of Victory Park, sabotage closure of Matrossky Boulevard and construction of two hospitals.

I’m not even talking about any little things, such as the governor-sanctioned refusal of members of the Sevastopol government to report on the execution of the city’s budget to parliament or the governor’s recall of his representative Mikhail Vavilov from the city’s legislative assembly. Ovsyannikov explained the latest decision by the “unconstructive approach” of some deputies to work and their “insulting statements” addressed to members of the Sevastopol government. At the same time, he refused to give a specific example. These are, so to speak, everyday chronicles of the next siege of Sevastopol.

During this time, the governor even managed to sue the Speaker of Parliament Ekaterina Altabaeva, accusing her of “illegal inaction.” The governor lost the court...

The last straw was the scandal with the opening of the Laspi children's camp, to which the head of the Federation Council Valentina Matvienko was invited, immediately after the opening of which there was a mass poisoning of children due to poor quality products brought to the camp.

In general, the activities of the governor of Sevastopol Ovsyannikov and Co., to put it mildly, are not at all pleasing. The city has been in a fever for many years now, and this has increasingly caused irritation and dissatisfaction among its residents. It seems that the governor is simply not capable of governing such a large agglomeration as Sevastopol. Apparently, the maximum scale of his management activities is the Siberian collective farm of the collectivization era. That's where he would belong...
