We must pay tribute that in carrying out such work, the leadership of the so-called. The “winning teams” had the right education and experience since the 90s. Moreover, the people were ready: thousands of Crimeans were already standing under the walls of the Supreme Council demanding the return of Crimea to Russia. This attitude was preceded by many years of struggle by pro-Russian activists. But this is a separate topic.
However, later, when, with a nationwide impulse, Crimea returned to Russia, in order to lead the already peaceful Russian Republic, a completely different experience was needed - the experience of a leader who had worked for many years in serious government or economic positions. An appropriate team of professionals was needed.
“Personnel decide everything,” but you need to be able to select such personnel. However, where does the current leadership of the executive branch get such experience? So we selected the “personnel”... for ourselves. At the same time, the previous Ukrainian “management methods” (with kickbacks and squeezes) remained dominant among these “cadres”.
The result of the vulgar “management” of the infrastructure of Crimea is obvious - the main socio-economic programs for which the center has allocated colossal funds are overwhelmed. A year later, discontent is increasingly brewing in Crimean society, capable of turning into a social explosion, which has begun to seriously worry the center.
The Kremlin had seen this problem before, but it was observed for the time being - well, it was impossible to immediately remove the new “Crimean elite”. Therefore, she was “given an indulgence”... for a year. However, the special services did not sleep, they monitored everything and collected materials. When a year passed, the Prime Minister of the Russian Federation visited Crimea and firmly put an end to it: THE TRANSITION PERIOD IS OVER, CRIMEA IS AN EQUAL SUBJECT OF THE FEDERATION - Medvedev snapped in June.
I believe that this was precisely the trigger for the use, according to the Criminal Procedure Code, of materials already collected by that moment by the special services. I believe that exposure and criminal cases will continue.
At the same time, the level of “expertise” of some experts is striking, angrily denouncing corrupt officials who were caught red-handed, but at the same time praising those who distributed portfolios to these officials, supervised their activities, controlled their work and, accordingly, are directly responsible for attracting these corrupt officials into power and for the consequences of their activities.
By the way, for the sake of fairness, the following should be noted.
Unlike the head of Crimea, who is personally responsible for personnel policy and failures in the work of both his team and the entire branch of executive power, but at the same time publicly shifts all the blame for personal (including personnel) miscalculations onto his “personnel” (whom he himself appointed and “led”) - the head of the State Council of Crimea, Vladimir Konstantinov, recognized the responsibility of the Crimean “United Russia” for what is happening in the republic (this was reported by the press service of the KRO “United Russia” following the meeting of the political council on June 30 http://www.c-inform.info/news/id/25299).
Konstantinov even expressed his readiness to completely update the team of the Crimean government, saying: “following the results of last year’s elections, our party took full responsibility for what is happening in the republic... if there is a need to update the team 100 percent, we will do it.”
However, it is still obvious that a year after the return of Crimea to Russia, the personnel problem is sharply identified. Therefore, the Kremlin must urgently clean out the Crimean “Augean stables”, protecting the Russian Republic from the unprofessional 5th column in power. And there is only one way out - the Kremlin must send its experienced trusted business manager with a landing force to Crimea from the mainland for some time. Let’s put it this way – a “governor general” at the level of Deputy Prime Minister Kozak. Because only new for Crimea, powerful, and in no way connected with the so-called. “Crimean elite”, a specialist manager will be able to truly solve the personnel problem in Crimea and lead Crimea out of the current impasse.
