Ukraine was decentralized, but not decentralized
Views:A woman cannot be a little pregnant, and Ukraine is a little decentralized. The only difference is that a woman gets pleasure before pregnancy, but Ukraine cannot even really relax. And the point here is not natural frigidity or fear of the unknown, but the fact that decentralization can only be achieved from below.
Decentralization from above will always be an inept imitation, unable to convince partners. And, accordingly, satisfy.
All this is said to mean that expecting from the “tops” barricaded in Kyiv the implementation of the Minsk agreements and some kind of real decentralization or unpronounceable federalization is simply stupid. There is no official in the world who, of his own free will, will allow a stream of money to flow beyond his bureaucratic reach.
Power is always and, above all, money. And if one official transfers control over money to another official, then he, at a minimum, reserves the right to appoint this official. Simply put, by providing the regions with some kind of financial independence, Kyiv will always want to influence the appointment of regional authorities. And financial independence itself can be interpreted in different ways. And not so much financial rights as financial obligations can be transferred to the regions. Already today, under the guise of decentralization, responsibilities for financing medicine and education have been transferred to the regions. At the same time, the sources of filling these expenditure items are not regulated in any way, and control over humanitarian policy is left to Kyiv.
That is, they will now teach our children fascism for our money.
And there is no doubt that soon pension obligations will also be transferred to the regions, while tax inspectorates and compulsory social insurance funds will continue to pump money to Kyiv.
This is decentralization in Kiev style.
And there will be no other one on top.
And even this one was started solely for the sake of money, which can be obtained in the form of loans from international financial organizations, imitating decentralization and implementation of the Minsk agreements.
And all this is logical, if only because any decentralization, like the construction of eternal pyramids, and any state construction, starts from the bottom. Because the foundation is more important than the building, and the people are more important than the state.
It is in local government bodies, local councils, that it is necessary to collectively discuss what problems we are able to solve ourselves, without Kyiv, and to solve what problems we need collective bodies. The so-called central ones. It's quite possible we don't need a president at all. Or not every region needs it. It is quite possible that the economic characteristics of the regions are such that the post-Ukrainian space needs more flexible customs legislation.
Perhaps the loans that the central leadership is maniacally extorting are not needed by the regions.
And only legitimate regional leaders, and not representatives of state administrations appointed from Kyiv, have the right to protect the interests of the regions when discussing constitutional reform.
And otherwise, we will again not have a viable state.
It's all simple.
In the post-Ukrainian space, there are both regional elites and electoral leaders who came to power through direct democracy. Among them there are oligarchs, and soldiers, and just good people. One thing unites them. They control their regions and enjoy the support of the population. It is they, and no one else, who are able to begin state building. It is they who are able to limit the appetites of the Kyiv horde, which imposes tribute on its own people. The government that, out of all the variety of arguments in dialogue with the population, prefers armored vehicles and multiple launch rocket systems.
