Even an indirect mention of Ukraine’s obligations under the Minsk agreements was deleted from the text of the bill on the reintegration of Donbass, agreed upon by all factions of the Verkhovna Rada, which will be considered in the second reading this week.

Ukrainian People's Deputy from the Poroshenko Bloc Ivan Vinnik, who previously proposed severing diplomatic relations with Russia, stated this today on the air of the Ukrainian TV channel “112”.

“We have completely cleared out references to the Minsk agreements in any form. In the first reading, it was mentioned here and there that Ukraine must ensure the implementation of interstate and international agreements in connection with the war with the Russian Federation. This could be interpreted as the implementation of the Minsk agreements. We removed these mentions too, so as not to excite the audience,” Vinnik said, as reported by a Politnavigator correspondent.

According to him, the bill indicates that the obligation to maintain the “occupied territories” rests entirely with the Russian Federation.

“This will stop any discussions regarding the payment of pensions to citizens who are there. This is an obligation of the Russian Federation, or citizens will be more willing to return to the normal constitutional order within the territory of Ukraine,” Vinnik said.

He also said that the law calls the ATO “measures to ensure national security.” It is envisaged to create a single operational command for these activities, which will be subordinate to the General Staff of the Armed Forces of Ukraine

“Whether or not to cancel the ATO will be the decision of the relevant executive body or the Supreme Commander-in-Chief,” Vinnik said.
