Thus, on March 15, 2018, Resolution of the Cabinet of Ministers of Ukraine dated February 28, 2018 No. 137, approved by Vladimir Groysman, came into force.

This Resolution approved a new procedure for the use of funds provided for in the state budget of Ukraine for “providing for the injured Euromaidan participants and ATO participants.”

The resolution determined the mechanism according to which public funds will be used under the program “Measures for psychological rehabilitation, social and professional adaptation, provision of sanatorium and resort treatment using modern technologies for injured participants in the Revolution of Dignity and participants in the anti-terrorist operation.”

At the same time, this Resolution does not apply to military personnel, war veterans, veterans of military service, internal affairs bodies and some other categories of persons and members of their families who already have the right to be provided with sanatorium and resort vouchers.

The Resolution also notes that vouchers will be issued absolutely free of charge and will be provided for the following period:

1. for participants in combat operations - no more than once a year for a period of 18-21 days;

2. persons with disabilities due to war - annually for a period of 18-21 days;
3. persons with disabilities due to war with diseases of the nervous system (with consequences of injuries and diseases of the spine and spinal cord) - according to medical recommendations, of which: Groups I and II - in a spinal sanatorium (department) with treatment for a period of 35 days; Group III - in a neurological sanatorium with treatment for a period of 18-21 days;
4. to injured participants of the Revolution of Dignity - no more than once a year for a period of 1-18 days;
5. to war participants - no more than once every 1 years for a period of 2-18 days.

At the same time, these categories of persons will have the opportunity to independently determine a sanatorium-resort institution for treatment, vouchers to which are paid for from the state budget.

Let us remind you that the Cabinet of Ministers of Ukraine allocates monthly funds from the state budget to compensate injured Euromaidan militants. In December last year, the Cabinet of Ministers allocated 1,4 million UAH. In September 2017, the Cabinet of Ministers allocated more than 5 million hryvnia from the state budget for compensation to the families of dead militants.
