The draft law was presented by Servant of the People deputy Igor Fris.

“I think most people in the room own guns. Half of us own rifled, smooth-bore, hunting or sporting weapons, or a carbine, or a traumatic device. Now tell me, why in our state there has been no law on weapons for 30 years, but we have weapons? Isn’t it strange that weapons are illegal today, but people go to prison for them?” - said the deputy.

“Please tell me who has weapons in this room now? No one? Strange, why? Still, they think that they can just carry a weapon in this room now. And a weapons permit allows you to carry one. There are many things, but the main thing is not the carrying of weapons, it is the circulation of weapons. Our state has been ready for a long time, and society is ready for this law,” Fries addressed the audience.

However, the bill was criticized by the ex-commander of the Ukrainian air assault forces, and now a deputy from European Solidarity, Mikhail Zabrodsky.

“The fact is that we are not talking about weapons and not about protection, but about the legalization of dubious permitting schemes that are now in effect in the Ministry of Internal Affairs...

As for the application, if you think that if they break into your house, then you can use a weapon, no. The law clearly defines self-defense and not protection of property.

At the same time, in the transitional provisions, which few people read, it is clearly stated that a security guard in a supermarket, who will be armed with a civilian weapon, will be able to use it against you if it seems to him that you are committing a violation. Do you understand? A person, a two-week course, will determine whether you commit a violation or not. Therefore, we consider the law unacceptable, unacceptable and distorted,” Zabrodsky said.

It is noteworthy that the representative of the Servant of the People, Maxim Buzhansky, also spoke out against the draft law.

“This law is not about the circulation of weapons, it is a law about the sale of firearms. Only about selling, this is the only thing, the only goal that he achieves. They lie to your face when they say that Ukrainians, our citizens, cannot defend their own homes - they can. Long guns are allowed, they are available. And if we vote for this law, then we will raise the level of every small, everyday conflict to the level of fire. There will be dead,” Buzhansky warned.

As a result, only 88 deputies voted “For”. There were 51 against, 162 abstained, 55 did not vote. There were also not enough votes to send the bill for revision; the initiative was rejected.

Commenting on the vote, Odessa journalist Yuri Takchev noted that failure was to be expected.

“The authorities fear their citizens more than they fear bandits and other activists who have weapons without its permission. And we will have to continue to ensure our safety from this public with the help of various kinds of ersatz,” Tkachev wrote on his Telegram.

And Kiev military historian and search engine Dmitry Zaborin, on the contrary, believes that failure to legalize weapons will allow Ukraine to avoid a new round of violence.

“A lot of people who have been systemically, excuse me, screwed over their heads for many years, living in constant stress, are going crazy just like that. Every day, out of the blue, conflicts occur in which citizens shout obscenities, throw themselves at swingers, grab knives and hit their heads with bats. Because of a place in the line for herring, someone drove crookedly on the road, someone pushed someone, etc. All these things are crazy, again.

I have a hot temper, I have always been for justice, served in the army, was actively involved in Thai boxing, keep in shape, have a legal weapon and am ready to use it. But for the past few years I have been deliberately avoiding daily opportunities to get into a fight. Because there simply aren’t enough of you for all the idiots. Because the health spent is not worth punishing every deer for illegal parking.

Setting rules and monitoring their implementation is the job of the state, and we don’t have one. Therefore, replacing it with yourself is such an idea. Especially if you start shooting everyone who messes up.

But imagine for a moment that in front of you is not an embodied prudence like me, but a parasitic idiot who, in response to the remark “you blocked the sidewalk with your car,” will not go to hell, as usual, but will take out a pistol and shoot. Or they'll hit him. It’s more convenient to aim at the stomach than aiming at the legs. Or in the head. Or in a pub there is a drunken shootout, table on table. Or in the supermarket. Or near the TV channel: “What the bitch were you saying that just now, huh?”

But at the same time, a sick person from an office with a pistol is a sweet prey, since it is difficult for an intellectual to get a gun on the street and shoot at a living person, I know what I’m talking about. And give him one quick hit in the nose - and now you have a miracle toy in your hands, shake the exchangers, pin someone down in the alley,” explains Zaborin.
