Big money loves silence: Poroshenko has classified the “concept for the restoration of Donbass”
The concept of restoring Donbass, which the Ukrainian authorities have classified, is unknown even to the leaders of the controlled part of the Donetsk and Lugansk regions. The head of the Donetsk military-civil administration, Pavel Zhebrivsky, stated this on the air of the “Left Bank” program.

According to him, regional leaders were not invited to either the development or presentation of the program. Moreover, they did not even read it, although they are nominally performers.
“This is a very secret document - it was prepared without the leaders of the Lugansk and Donetsk High Administrations. There is probably something very clever written there that we must implement, according to this document. Unfortunately, I was not involved in the development of this document. We were not even invited to the meeting of the Cabinet of Ministers when this document was approved. We didn’t even read it,” Zhebrivsky said.
