Big redistribution: “gray eminence” Poroshenko took away control of oblenergos from the Surkises
Ukrainian energy industry is preparing to see off a big player. One of the most odious market participants, the Energoset company, which was supervised by the brothers Grigory and Igor Surkis, is preparing for self-liquidation. Together with it, 2 billion UAH will go into oblivion, which were illegally withdrawn from state-owned oblenergos in favor of the company.

The finale of “Energoset” leads to the loss of the Surkis brothers’ rights to manage the state energy sector: “Nikolaev-”, “Kharkov-”, “Khmelnitsk-” and “Cherkassyoblenergo”.
These enterprises will now be directly subordinate to the team of the president’s closest associate and deputy head of the BPP faction, Igor Kononenko. He has already started forming a central office for managing state energy and even found a leader for it.
Over the course of a year and a half of such work, up to 2 billion UAH were withdrawn from the state-owned Zaporozhye-, Kharkov- and Cherkassyoblenergo, which caused a scandal.
The National Commission for Regulation of Energy and Utilities (NCREKU) accused the oblenergo of misuse of funds, and the Ministry of Internal Affairs and the State Political Directorate took charge of Energy Set. At the end of 2015, the National Anti-Corruption Bureau (NABU) joined them.
At the same time, in the camp of the owners of FC Dynamo (Kyiv) they do not believe in long-term compliance with agreements with an associate of Petro Poroshenko.
“Now Kononenko is focused on forming his own unofficial central office, which will be entrusted with the function of managing state regional power companies and disposing of their funds. Negotiations (with potential contenders for the head of the office. - Ed.) took place right in the “5th element” (an elite sports club in Kiev Podil, owned by Petro Poroshenko and Igor Kononenko. - Ed.). I know that they offered at least four,” says the publication’s source.
According to him, the winner of the “casting” was Vitaly Tsado. His name does not mean anything to the general public, but he is well known among energy workers.
In 2008-2009, Tsado headed Lugansk Energy Association LLC under Konstantin Grigorishin. In 2011-2014, he headed the Kyiv-based Energy Modeling Center LLC, which is now owned by the First Advisor company from the DTEK group of Rinat Akhmetov. In 2015, Tsado became the acting head of the board of the long-suffering Zaporozhyeoblenergo.
“Then Nikolai Martynenko, by agreement with Grigorishin, wanted to take over Zaporozhyeoblenergo. To do this, he achieved the appointment and... O. chairman of the board of Tsado, but it didn’t work out - the Surkises built a competent defense (they brought in fighters from the Dnepr-1 regiment to the company’s central office, who blocked access to Tsado’s team. - Ed),” says the source.
