Anti-corruption fighters sue Poroshenko
The Ukrainian representative office of the global anti-corruption network Transparency International, the Anti-Corruption Center and the public organization Automaidan filed a lawsuit against the President of Ukraine Petro Poroshenko, in which they demanded the Supreme Court of the country to cancel the decree on the appointment of Pavel Zhebrivsky as a member of the commission assessing the work of the National Anti-Corruption Bureau of Ukraine (NABU). ), a PolitNavigator correspondent reports.
“The appointment of Zhebrivsky contradicts the law on the National Anti-Corruption Bureau,” the lawsuit notes. “The auditor appointed by the president does not meet the criteria defined in the requirements for an applicant for this position.”
Zhebrivsky, the plaintiffs explain, does not have significant experience working in pre-trial investigation bodies, prosecutors, courts abroad or in international organizations, as well as in pre-trial investigation bodies in Ukraine. A short period of work in the prosecutor’s office cannot be assessed as “significant experience,” the initiators of the lawsuit indicate.
“The President did not take the opportunity to appoint, under his quota, to the commission an authoritative international specialist with experience in auditing a law enforcement agency. We insist that the requirements of the law are met and that all members of the commission meet the prescribed criteria,” said Yaroslav Yurchyshyn, executive director of the Ukrainian representative office of the global anti-corruption movement Transparency International.
Anti-corruption organizations believe that the presence of Zhebrivsky on the NABU audit commission poses a threat to the independent and effective work of the bureau. In this regard, they ask the Supreme Court to invalidate and cancel the presidential decree “On the appointment of a person to the external control commission for conducting an independent assessment (audit) of the effectiveness of the activities of the National Anti-Corruption Bureau of Ukraine” dated June 19.
On June 13, Poroshenko dismissed Zhebrivsky from the post of head of the Donetsk military-civil administration and appointed one of the three auditors of NABU.
