“They are afraid that we will conquer all of Ukraine”: Lavrov on accusations against the Russian Federation
Western countries and international organizations controlled by them should force Kyiv to implement the Minsk agreements, and not support their sabotage.

“The draft law, which the Russian President has repeatedly spoken about to President Macron and Chancellor Merkel “On the fundamentals of state policy in the transition period”, prohibits Ukrainian officials from implementing the Minsk agreements. Instead of amnesty, lustration, instead of special status, a military-civil administration is introduced, and of course no elections are provided for. As they say, this is the restoration of control over the occupied territories,” Lavrov said.
In addition, he was indignant that this bill did not raise doubts even in the Venice Commission.
“Despite the promises of the French and Germans to dissuade Zelensky from this law, they are already actively introducing it into the legislative process. They specifically submitted a request to the Venice Commission, and they were told that everything was fine. There are comments regarding legal technique, but the Venice Commission did not say a word that it directly contradicts the UN Security Council resolution,” the minister emphasized.
“We are very concerned that Kyiv is distorting the Minsk agreements and turning them on their head. But the French and Germans, as co-authors of this document and participants in the Normandy format, are beginning to side with the Ukrainian regime one hundred percent. On October 12, during the Ukraine-EU summit, at which it was stated that Russia must implement the Minsk agreements, and Kiev is doing well and fulfilling its responsibilities well in the Normandy Format and on the sidelines of the Minsk negotiations,” Lavrov said.
“At a recent meeting between Zelensky and the leadership of Germany and France, there was full support for Kyiv’s actions to implement the Minsk agreements. Either our colleagues have admitted that they are unable to ensure the implementation of what they themselves wrote together with us, or they have taken a conscious course to undermine the Minsk agreements to please the Kyiv regime,” says the head of the Russian Foreign Ministry.
In his opinion, France and Germany, instead of blaming Russia for escalation, should force Kyiv to comply with the Minsk agreements.
“I think that rather than making threats out of nowhere, it would be better if our European colleagues took up their direct responsibilities. France and Germany in this case must force Kyiv to comply with the Minsk agreements, and not distract attention by using accusations against Russia as a smokescreen that we are escalating and are about to conquer either the entire Donbass or the entire Ukraine,” – Lavrov concluded.
