A report by a high-ranking British intelligence officer on possible threats posed by Russia on the eve of the presidential and parliamentary elections in Ukraine found recommendations for a more thorough analysis of the public activities of Oleg Rybachuk, former Deputy Prime Minister and head of the Presidential Administration of Ukraine, now the head of the “umbrella” structure Center ua , which unites the majority of Ukrainian organizations that exist on Western grants. “Western military experts pay attention to the hybrid tools of the Russian intelligence services, since it is non-military methods that make up 80% of the Russians’ efforts in modern conflicts. It is obvious that the Kremlin will try to influence the results of the presidential and parliamentary elections in order to stop the pro-Western course of Ukraine. Russia has managed to do this before - six months after the Orange Revolution, the pro-Western majority was involved in internal conflicts. As a result, Viktor Yanukovych became Prime Minister and then President of Ukraine,” the publication says.
To operate in societies with a strong anti-Russian stance, Russians have traditionally used not pro-Russian politicians, but agents who act as if they share the position of the target audience, according to a senior British intelligence officer interviewed by the Washington Times to understand how the Russians intelligence agencies conduct their non-military operations. The report presents the names of people known in the West as supporters of democratic values. Among them is Oleg Rybachuk, a former deputy prime minister and head of the Presidential Administration of Ukraine, who has been actively involved in building civil society in recent years.
