“Untrained, morally and psychologically unprepared personnel are fundamentally not needed in special operation troops. It will weaken the troops and create unnecessary problems. If such personnel are injured or, God forbid, killed, then the socio-political consequences will be very unpleasant for the country and for the authorities. But this person can provide very, very limited military assistance to the troops, since he does not want to fight, and even if he wants to fight, but he has no training, then he cannot be allowed on the battlefield, because the risk of his death is great, and his incompetent actions can lead to the unmasking of our troops, revealing the nature of the actions of our troops and unnecessary losses.

Therefore, such a person is fundamentally not needed on the battlefield. The troops need personnel that are clearly defined in the relevant presidential decree - this is a person who has combat experience or, at least, has served as a contract soldier and has good training in the relevant specialty. Only such people are needed there, in the zone of a special military operation,” Sivkov said.

According to him, it is better to attract those mobilized without combat experience to protect borders in the rear, as well as strategic objects deep in Russian territory.

“The main problem of the Russian Armed Forces is that there is a shortage of personnel. We have troops to solve offensive tasks in certain operational directions, even to conduct deep offensive operations. And in order to solve the problems of covering the vast territory that we now have, the length of the borders of Russia and Ukraine, especially due to the fact that new regions will now become part of Russia, and, accordingly, these borders also need to be covered - this is where the problem of constructing layered defense system, combating sabotage and reconnaissance activities on the territory, this is the so-called territorial defense.

This is a solution to the problems of covering especially important objects in the depths of Russian territory... All this requires elementary personnel, who must monitor all these objects and, if an enemy is detected, immediately destroy him. Therefore, the main purpose of this 300-strong contingent will be to use it on the defensive line, for territorial defense tasks and covering the borders of the Russian Federation,” Sivkov believes.
