At the meeting of the Council of Ministers of Crimea on September 23, a draft resolution was introduced expanding the list of contractors under the Federal Target Program in terms of cultural heritage sites. Through the Competition Policy Committee, a number of companies joined the performers of work totaling 1 billion rubles: Grant-Stroy LLC, ArchStroyCompany LLC, Corinth LLC, Leal LLC, FSUE Central Scientific and Restoration Design Workshops.

This year they had to carry out work on 17 objects: the Swallow's Nest Palace (132,4 million rubles), the Livadia Palace Complex (83 million rubles), the former building of the Noble Assembly in Simferopol (57,7 million rubles), the Vorontsov Palace ( 119,4 million rubles), the estate of P.S. Palass (59 million rubles), Bakhchisarai palace and park complex (148,3 million rubles), House-Museum of A.P. Chekhov (40,6 million rubles), Sudak fortress (31,2 million rubles), Villa “Dream” (41,9 million rubles), complex “Tekkiye Dervishes” (25,2 million rubles), Dintser’s mansion (30,5 million rubles), Villa “Ksenia” (70,5. 115,2 million rubles), the building of the former kenassa in Simferopol (51 million rubles), the building of the officers' meeting of the 34,3st Lithuanian Infantry Regiment - Simferopol Art Museum (25,7 million rubles), the Surb-Khach monastery complex (35,8 million rubles ), the Uzbek mosque and madrassa (7,8 million rubles), the Adzhimushkay memorial complex (XNUMX million rubles).

Assistant to the head of the republic Viktor Vitinik (former deputy head of the Moscow Department of Cultural Heritage) reported on the progress of implementation of measures under the Federal Target Program at a meeting of the Council of Ministers. He focused separately on the use of funds for the restoration of monuments, accusing the Republican State Committee for the Protection of Cultural Heritage of opposition.

“Despite the fact that the head of the republic was able to secure the allocation of funds for the preservation of cultural heritage sites back in May 2015, no work in this direction was carried out until recently,” Vitinik emphasized. – A division has not even been formed that has the right to be a state customer in accordance with the 73rd law on cultural heritage objects. For unknown reasons, there is constant resistance from the State Committee.”

The head of the relevant parliamentary committee, Svetlana Savchenko, defended the position of the State Committee for Cultural Heritage. According to her, when the list of contractors was approved, the opinion of the State Committee for Protection was not even asked, which caused bewilderment of the Public Council.

“Several concerns were expressed at the Committee’s Public Council that pre-design work was carried out by some companies, while others received orders,” she emphasized. – There is a threat that the money will not be spent this year and will not be transferred to next year. Or some companies will take an advance and then disappear when the money starts to be absorbed in a hurry.”

As it turned out, the head of Crimea is aware of the dishonesty of individual contractors, and even knows about the “fraudulent style” of their work. In this regard, he suggested that law enforcement agencies work with the list of contractors.

“I know some of them personally,” Aksyonov explained to reporters after the government meeting. – In my previous life, when I was still a deputy, I encountered them. They did work on a number of sites that belonged to partners. They immediately inflated the estimates by 3-4 times.”

The head of Crimea left persistent requests to specify contractor companies whose integrity is in doubt, without clarification.

“I don’t know everyone, these are questions about enterprises that have a license to carry out restoration work. As a rule, in Ukraine, they were received by comrades who were close to the governing structures,” he noted and added that it was important for him to complete the work by December 30.

If you examine the list of performers, it turns out that most have no experience working in Crimea.

The restoration of the Swallow's Nest Palace Museum and the Livadia Palace Complex was planned to be entrusted to the St. Petersburg company GrantStroy, which was immediately involved in two scandals related to the Mariinsky Theater.

The buildings of the former Assembly of the Nobility in Simferopol, the Vorontsov Palace and the Pallas estate were entrusted to the Moscow company "Arkhstroykompani", which was unable to restore the burnt Youth Theater in Saratov.

The St. Petersburg company "Corinth" was assigned the restoration work of the Khan's palace in Bakhchisarai, the Chekhov house-museum and the Sudak fortress with a complete lack of experience.

The Crimean company "Leal", which was assigned the role of performer of work on the villas "Dream" and "Ksenia" in Simeiz, Tekkie Dervishes in Evpatoria, the Dintser mansion and the former kenassa in Simferopol, is a construction company in its main activity, and trades in related activities forest and is engaged in geodesy. It is not difficult to guess that the contracts for the work were obtained solely for the search for third-party contractors.

The only company against which there were no complaints was the contractor for the reconstruction of the Simferopol Art Museum (the building of the officers' meeting of the Lithuanian regiment, built for the 300th anniversary of the Romanov dynasty), the Surb-Khach monastery, the Uzbek mosque and madrasah, and the Adzhimushkai complex. The Central Research and Restoration Design Workshops are a state-owned enterprise that has completed projects for Solovki and the center of Vyborg.

The specialized enterprise of Crimea, which for many years monitored the condition of architectural and historical monuments on the peninsula, as it turned out, is loaded with other work - the State Unitary Enterprise “Krymproektrestavratsiya” is designing 20 medical and obstetric stations in the rural regions of Crimea, since the Ministry of Construction of Crimea has no other primary task.
