As local elections approach, scheduled for October 25, in Ukraine there will be increasing confrontation between the central government in the person of Vladimir Zelensky and the elected leaders of cities in the provinces.

Kiev political scientist Mikhail Pavliv stated this on the Nash TV channel, the PolitNavigator correspondent reports. The expert explained that the “decentralization” reform, which was declared all the years after the victory of Euromaidan, turned out to be a sham - Kyiv, as before, is interested in keeping a tight rein on the provinces. However, locally, the elites have their own interests.

“The history of local self-government in Ukraine is almost a thirty-year history of the conflict between the Center and regions, large agglomerations.

An absolutely natural process of formation and fusion of big business and the political elite in each individual region and the so-called conflictology, which arises with the center over the distribution of budget funds, over the distribution of powers.

Regions, of course, are always interested in the so-called principle of subsidiarity, when powers are located exactly at the level where they are most applicable and in demand. But what we observe from one cadence to the next cadence of local self-government is the center’s attempts to limit the powers of local self-government.

What was declared back during Poroshenko’s presidency and, by and large, has not undergone changes over the last period, is called “decentralization” - it can hardly be called real decentralization.

If in a financial sense, local budgets, perhaps in large cities, received some bonuses from this reform, then in terms of powers and dependence on the presidential vertical, on the center, this “decentralization”, on the contrary, leads to a consolidation of nodes of influence and a tightening of this very influence of the Center on the regions "- said Pavliv.

“It is not surprising that in conditions when local elections are approaching, each mayor begins to demonstrate where is sham and where is real independence or hints of it.

Accordingly, the same relevant and expected response is the Center’s attempt to formulate rules of the game in which the regions will be forced to “swear allegiance” to the central government. This is what we are seeing now, and there is nothing original in this process,” Pavliv added.

Earlier, political scientist Ruslan Bortnik stated that three large projects were being formed for local elections in Ukraine, focusing on famous mayors.

This is a project for the mayor of Kyiv Vitaliy Klitschko, a project for the mayor of Cherkassy, ​​as well as a party with the participation of the mayors of Odessa and Kharkov.
