The budget is exhausted: the EU does not even have 2 billion euros for Ukraine, but needs 15
Kyiv, December 17 (PolitNavigator, Alexander Semenyuta) – Ukraine needs 15 billion euros to bridge the financial “gap,” said European Commission President Jean-Claude Juncker. At the same time, he emphasized that the EU can provide assistance only within the framework of its budget, the available funds in which have already run out.

“Ukraine needs more help. An assessment of Ukraine's financial gap has been completed by the International Monetary Fund. Ukraine will need 15 billion euros in addition to what is already planned. The EU should be able to allocate 2 billion euros,” the European official said in a statement.
Juncker recalled that the EU has already provided significant financial assistance to Ukraine in the amount of 1,36 billion euros. In addition, another 250 million euros will be provided in the spring of 2015.
At the same time, the President of the European Commission emphasized that the EU can provide assistance only within the framework of its budget, the available funds in which have already run out.
“So we need to be able to respond to Ukraine's request for €2 billion because the government cannot do so. Member states must do their part - since the EU cannot do so - and give us more flexibility in the budget,” Juncker said.
